Herman Foster, Rose Brooks, Mario Gutierrez, Allyn Gill, Nova <br />Festervan, Melissa Millecam, Renate Rojo, Victor Rojo, Joe Castillo, John Holtermann, <br />Phil Neighbors, Randall Morris, Lupe Carbajal, John Cooper, Marsha Cooper, Warren Zerr, <br />Tom Wassenich, Diana Wassenich, Bob Ronson, Kim Doherty, Matt Dunda, Bill West, <br />Kyle Hahn, Mark Brinkley, Jack Fairchild, Jack Clement, and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the citizen comment period. Mr. Greg Shaver stated he <br />was a Board Member of the Soccer Association and wanted to speak about the <br />Community Development Block Grant funds. Mr. Shaver stated he was requesting the <br />Council place aside some money for the use of the community for the Soccer League. Mr. <br />Shaver stated in order to keep the registration fees down and give out scholarships they <br />will need to raise more money. Mr. Shaver stated with the CDBG funds would be used to <br />install lights at the fields in order to hold tournaments and playoffs which could raise about <br />$5,000 to $10,000 for the League. Mr. Shaver stated he was requesting the Council <br />appropriate some money for the League. <br />Mayor Moore introduced for consideration approval of eight appointments to the <br />Main Street Advisory Board. Mr. Hernandez stated the Hispanic Chamber has asked to <br />consider moving Joe Castillo to the Hispanic Chamber Representative position in order to <br />leave a slot open for the at large position. Mr. Hernandez stated Ms. Lydia Marie Trevino <br />has resigned from the position. Mayor Moore stated the Council would need to receive the <br />official resignation to replace her before moving Mr. Castillo to her slot and he did not have <br />any problem with appointing someone for her position in a future agenda. Mayor Moore <br />stated Phil Neighbors, Shirley Robinson, Joe Castillo, Bob Sappington and Larken Smith's <br />terms have expired and they would like to be considered for reappointment. Mayor Moore <br />stated he would like to place those names forward along with the name of Joe Garza for <br />the at large position. Mr. Mihalkanin nominated Art Guzman for the Downtown slot. Mr. <br />Cox stated he was willing to serve again as the City representative unless another Council <br />Member was interested in serving. Ms. Hughson nominated Mr. Cox for the City <br />representative slot. Mr. Mihalkanin moved to appoint Phil Neighbors (Chamber of <br />Commerce), Shirley Robinson (Marketing), Joe Castillo (Hispanic Chamber), Bob
