(1) Johnny Finch <br />stated last year the club owners requested the Council consider late <br />hours. Mr. Finch stated they are formally requesting the Council <br />place 2:00 a.m. closing on the agenda for discussion and suggest the <br />Council provide a one-year trial period to have a full spectrum of <br />the year and noted the potential of two officers in the downtown <br />area. (2) Mike Dishman stated he seconds Mr. Finch's request and <br />stated in addition to the safety and economic factors, the newest <br />item is the tourism industry. (3) Tyler Carlson stated he has lived <br />in San Marcos ten years and the downtown area is a gem, and he wants <br />to see businesses promoted. He stated there are young people <br />smoking marijuana in the downtown area at night, and the problem <br />needs to be dealt with. He stated if he were a tourist witnessing <br />this, it would make him want to go elsewhere. Mr. Carlson stated <br />downtown needs to be given a chance to succeed. (4) Tom McNair <br />stated he is concerned with the wastewater charge for duplexes. Mr. <br />McNair has resided in San Marcos for 17 years and owns duplexes. <br />San Marcos increased wastewater rates last year and again this year <br />and expressed concern the single-family monthly rate stops after <br />8000 gallons and the duplex rate continues, and he does not think <br />this is fair. Mr. McNair was advised duplexes are rated commercial. <br />(5) Mayor Moore advised the Council a concern has been expressed for <br />the Council to tighten meetings and the need to be non-repetitive. <br />Mayor Moore introduced for consideration approval of an appointment <br />to complete a vacancy on the Airport Commission. This member must <br />reside in the City limits. Mayor Moore moved to appoint Wesley <br />Austin, which passed unanimously. <br />Mayor Moore introduced a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 28.37 ACRE TRACT OF PROPERTY LOCATED AT 301 FOXTAIL RUN, FROM <br />"PDD" (PLANNED DEVELOPMENT DISTRICT) TO "P" (PUBLIC AND <br />INSTITUTIONAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES.
