Taylor <br />Director of Engineering Stephen Jenkins <br />Director of Finance Bill White <br />Director of Public Works George Boeker <br />Director of Human Resources Carolyn Liner <br />Director of Airport Jack Doughty <br />Fire Chief Dan O'Leary <br />Director of SMEU Bob Higgs <br />Others Present: Ron Hart, Sarah Alvarez, Collette Duran, Melissa Millecam, John Cooper, <br />Marsha Cooper, John Holtermann, Reece Morrison, Phil Bowden, Phil Neighbors, Jill Ivie, <br />Debbie Dietz, Kim Porterfield, Marcos Hernandez, Frances Emery, Bill Haney, David Chiu, John <br />Wade, Amelia Rios, Ed Theriot, Mario Gutierrez, Lupe Carbajal, Kelly Franks and others. <br />Mayor Moore called the meeting to order at 7:00 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. 1. Mark Cusack stated he was <br />representing Phil Bowden regarding the bid for road and paving contract that was awarded to <br />another company and Mr. Bowden was the lowest bidder and feels he should have been awarded <br />the contract. Mr. Cusack stated a handout was given to the City Council and he felt the bid <br />language is too vague for an appeal process. He wanted the opportunity to be heard by the City <br />Council. 2. Phil Bowden stated his concern regarding the bid for road and paving contract that <br />was not awarded to his company. He stated he is a former employee of the City of San Marcos, <br />Public Works Department and has completed several jobs for the City. He stated his company is <br />local, seeks local individuals for hire and since his last inspection, he has purchased additional <br />equipment. 3. Harold Perkins stated he is a positive reference for Phil Bowden and Mr. <br />Bowden's company does excellent work and on time. 4. Bill Haney stated he would speak at a <br />later time on item eight (Drainage Utility Ordinance). 5. Ramon Castilleja stated that the <br />schools do not have enough security for the children. Littleton, Colorado has affected the <br />children and the entire community and this issue needs to be addressed. He would like the <br />School Board and the City Council to discuss this issue. 6. Shelly Burchett stated the same <br />concern as Mr. Castilleja. 7. Paul Reed stated he would speak at a later time on item eight <br />(Drainage Utility Ordinance). 8. Matthew Burchett stated he represented the students and they <br />all want to be safe in school. 9. Olivia Ramirez stated Allen Wood Homes exit is very <br />dangerous and she was a victim in an accident at this particular exit. She stated the creek by <br />Allen Wood Homes is contaminated and would like to know who is responsible. 10. Jerry <br />Rademacher stated he would speak at a later time on item eight (Drainage Utility Ordinance). <br />11. Frances Emery stated the Activity Center is important to her and she has been very involved <br />in this process. She would like the Council to vote for enlarging the Activity Center. House Bill <br />421 would affect the Activity Center and she urges the Council not to support this Bill. 12. Rob <br />Robinson stated he submitted a petition of three hundred signatures who shopped downtown and <br />support the two-way streets. 13. Charles Sheley stated he would speak at a later time on item six <br />(Taxicab Service Ordinance). 14. Chuck Davis stated he would speak at a later time on item <br />eight (Drainage Utility Ordinance). 15. Herschel Payne stated he is the President of the Heritage <br />Association and he feels that San Marcos needs one or two cross-town arteries to reduce the
