Taylor <br /> Director of Engineering Stephen Jenkins <br /> Director of Parks & Recreation Rodney Cobb <br /> Fire Chief Dan O'Leary <br /> Director of Planning Ron Patterson <br /> Chief of Police Steve Griffith <br />Others Present: Collette Duran, Melissa Millecam, Larry Sowards, David Chiu and others. <br />Mayor Moore called the meeting to order at 7:00 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. 1. Judy Lanning stated she <br />wrote a letter to the City Council regarding the First Baptist Church and read the letter for the <br />record. 2. Monica Blackburn stated she is the General Manger of Tanger Outlet Center and is <br />speaking about the Drainage Utility Ordinance. She believes that Tanger should be exempt from <br />the fees because they have provided for stormwater runoff. 3. Biddie Loya stated the sewage <br />smell on River Road meeting was held on April 26, 1999 and another meeting is scheduled for <br />June 2, 1999 at Dunbar Recreation Center and would like the City Council to be present if <br />possible. 4. Paul Evans stated the LBJ -Guadalupe one-way to two-way streets should be <br />considered very carefully because of the expense and was already changed about twenty-five <br />years ago because of the traffic flow. He has spoken to businesses in his block and the <br />individuals think the streets should remain as is. 5. Michael Mercado stated the one-way to two- <br />way should not be considered because of the expense, would it work and if it does not work do <br />the streets go back to one-way after all the expense. 6. Paul Reed stated he is the Vice President <br />for Construction for Prime Outlets and will be speaking about the Drainage Utility Ordinance. <br />For the Phase I development of the Prime Outlets they were required to address detention and <br />dmi!1age in the design and approval process. He does not see how it is equitable for the <br />businesses that have already spent the funds for a drainage utility system. 7. Jim Joplin, an <br />attorney hired to represent Central Texas Road Incorporated, a company run by Bubba and <br />Marilyn Harris, stated the award of a contract to Central Texas Road Incorporated is being <br />protested by one of the bidders. Central Texas Road, Inc., has prepared a summary for the City <br />Council. Marilyn Harris provided a background for Central Texas Road Incorporated and stated <br />they have done many jobs for surrounding cities and businesses in Hays County. <br />Mayor Moore introduced for consideration two appointments to the Development Ordinance <br />Review Task Force. Mr. Doiron moved to nominate Don Garrett for the Real Estate Community, <br />Mr. Moseley moved to nominate Clarence Miller for the Real Estate Community and Ms. <br />Hughson moved to nominate Handler Smith for the Development Community. On roll call the <br />following vote was recorded: <br />Garrett: Mihalkanin, Hughson, Doiron, Moore, Cox. <br />Smith: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox, Hernandez. <br />*Ms. Womack not present at this meeting. <br />
