Taylor <br /> Director of Planning and Development Services Ron Patterson <br /> Director of Engineering Stephen Jenkins <br /> Director of Parks & Recreation Rodney Cobb <br /> Fire Chief Dan O'Leary <br />Others Present: Collette Duran, Melissa Millecam, Stacye Wilson, Amelia Rios, John Cooper, <br />Marsha Cooper, George Von Der Lippe, Dr. Gwen Smith, Nick Icossipentarhos, Susan Narvaiz <br />and others. <br />Mayor Moore called the meeting to order at 7 :00 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. 1. Margie Moore stated the <br />Mitchell Center has a great program for children after school and during the summer months. <br />She believes the Mitchell Center is in need of funds in order to accommodate other children that <br />are on a waiting list for the program. 2. Herb Sanchez stated his concern regarding the <br />mitigation program for the houses that are in the floodplain and the need for those homes to be <br />elevated. Most of the homes are very old and need electrical and other types of work in order for <br />the homes to be up to code. All of these individuals are elderly and low income families who <br />cannot afford for the work to be done or cannot afford to purchase flood insurance. 3. Martha <br />Tatum stated the need for funds to be made available to the Mitchell Center. The Mitchell <br />Center has limited space and the Center would like to build another one behind the currént one to <br />have the space to be able to accept more children. 4. John Cooper stated the First Methodist <br />Church is requesting removal of overhead lines from the Hopkins Street end of the Post Office <br />AlJey. This will improve the appearance of downtown, will increase fire safety to the community <br />and lte supports this request. 5. Linda Rodriquez stated her daughter has been attending the <br />Mítchell Center for three years and she currently has two other children attending the Center. <br />The Center has improved their education tremendously during the school year. 6. Paul Reed, <br />General Partner and Operator of Prime Retail, stated his concern regarding the proposed <br />Drainage Utility Ordinance. There are numerous watersheds and drainage areas in need of <br />improvements, but there has been other areas that have developed stormwater drainage <br />improvements into their design because it is now required by the City. He currently understands <br />the City will propose an arbitrary uniform drainage charge on all property owners regardless of <br />the cost to the City for drainage to benefited properties. He requested that the City Council <br />recognize the number of properties within the City that have adequately addressed their <br />stormwater drainage and to levy the drainage fees accordingly. <br />Mayor Moore introduced for consideration seven appointments to the San Marcos Industrial <br />Development Corporation. Mayor Moore moved to reappoint Robert Habingreither and to <br />appoint Mike Dishman, Mr. Moseley moved to reappoint Derrick Benn, Mr. Hernandez moved <br />to reappoint Danny Ortega, which passed unanimously. The Council agreed to appoint the <br />remaining three appointments at the next regular City Council Meeting. <br />*Ms. Womack not present at this meeting. <br />
