Steve Jenkins <br /> Fire Chief Dan O'Leary <br /> Also Prèsent: Tom McNair, Collette Duran, Harvey Jarvis, Jim <br /> Green, Diane Wassenich, Mario Gutierrez, Peter Brown and others. <br /> Mayor Moore called the meeting to order at 6:00 p.m. <br /> Mayor Moore introduced a public hearing regarding a tax increase <br /> for FY1998-99. Mr. Gilley advised the proposed tax rate is 43.5 <br /> cents per $100 value, the same as for the last three years. The <br /> reason necessitating a public hearing process for the tax rate <br /> is the methodology calculating the tax rate and growth in tax <br /> role. Backing out the ~ cent sales tax requires the public <br /> hearing. The taxes on an average homestead are slightly less in <br /> 1999 than in 1998. Mayor Moore opened the public hearing and <br /> asked if anyone wished to speak. Tom McNair expressed <br /> opposition for the 21% increase in the water rate and stated the <br /> taxes are in excess of the inflation rate. He wants SWT to be <br /> held accountable for their water usage. Mr. McNair was advised <br /> this particular public hearing was in regard to the tax <br /> increase. No one else wished to speak, so Mayor Moore closed <br /> the public hearing. <br /> Mayor Moore introduced for consideration approval of an <br /> Ordinance on second reading, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COU~CIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, INCREASING WATER RATES ESTABLISHED UNDER SECTION <br /> 86.231 OF THE SAN MARCOS CITY CODE ESTABLISHING LIFELINE <br /> RATES FOR WATER AND WASTEWATER SERVICES UNDER SECTIONS <br /> 86.231 AND 86.262 OF THE SAN MARCOS CITY CODE; AND <br /> INCLUDING PROCEDURAL PROV!SIONS; AND PROVIDING FOR <br /> PENALTIES. <br /> Mr. Hernandez moved for approval of the Ordinance on second <br /> reading and Mr. Mihalkanin seconded the motion. Mr. Gilley <br /> stated it is proposed to increase the water rate by 21% and the <br /> plant is under construction. Another 21% increase is projected <br /> for next year and 6% the following year. Ms. Huffman stated it <br /> is recommended there be a 21% increase, this being the most <br />
