Steve Jenkins <br />Also Present: John Cooper, Marsha Cooper, Peter Brown, Kathryn <br />Rich, Ray Hernandez, Mark Minnick, Collette Duran, Diane <br />Wassenich, Melissa Millecam, Pat Murdock, Susan Narvaiz, Mario <br />Gutierrez, Mark Brinkley, Phil Neighbors, Bob Ronson, Harvey <br />Jarvis and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the Citizen comment period. John Serur <br />stated the City needs to emphasize communications with citizens. <br />He recently went through a difficult process with the City <br />because he had to deal with so many departments. He believes it <br />would be a better process if there were one person who could be <br />assigned to answer all questions of a citizen. Kathryn Rich <br />stated she owns property south of the 97 acres annexation on the <br />agenda for public hearing. She would be in favor of the <br />annexation only if adequate water and sewer service can be <br />provided. <br />Mayor Moore introduced for consideration one appointment to the <br />San Marcos Electric Utility Board. Mayor Moore moved to <br />reappoint Mike Mercado, which passed unanimously. <br />Mayor Moore introduced for consideration four appointments to <br />the Human Services Advisory Board. Mr. Doiron moved to appoint <br />Bill Aragon, Mayor Moore moved to reappoint Herman Foster, and <br />Mr. Moseley moved to appoint Dwayne Rischer and appoint Karen <br />Brown (licensed social worker), which passed unanimously. <br />Mayor Moore introduced for consideration approval of eight <br />appointments to the Greater Economic Development Council. Ms. <br />Hughson moved to appoint one Council Member - Earl Moseley, Jr., <br />Mr. Doiron moved to reappoint one Council Member - Mayor Billy <br />Moore, Mayor Moore moved to appoint one Council Member - Louis <br />Doiron, Jr. and one San Marcos Hispanic Chamber - Ray Hernandez <br />or his representative, Mr. Cox moved to reappoint one San Marcos
