(1) Rolland Hesalroad <br />of 2020 Ramona Circle thanked the Council for consideration of a new <br />position for code enforcement and thought it was needed. He also asked <br />what the status is on the purchase and use of a portable radar unit in San <br />Marcos. Mr. Hesalroad expressed disappointment in the resignation of <br />Robert Mooney from the Planning and Zoning Commission and stated he would <br />be difficult to replace. Mr. Hesalroad also expressed an interest to the <br />Council in being considered for appointment to the Bond Oversight <br />Committee. (2) Viola Stillman and Barbara Castleberry were present and <br />Ms. Stillman stated they wanted to comment on Item 9 on the agenda <br />regarding the Historical Tax Exemption Ordinance. Mayor Chiu asked her to <br />proceed with their comments. Ms. Stillman advised the Downtown <br />Association was in favor of this Ordinance, as it will provide incentives <br />for improvements. She stated they are working to expand businesses in the <br />Main Street area. She also stated the downtown area is looking beautiful <br />with the new street l~ghts and work on LBJ. (3) John Thomaides of the <br />Heritage Neighborhood Association stated he was in favor of Historical Tax <br />Exemption Ordinance (Item 9). He stated many homes in his neighborhood <br />would qualify for this program and liked the program being available to <br />
