(1) Gary Griffin, <br />President of KIVA, Inc. stated he was the low bidder on a project bid by <br />the City for a waterline encasement (sites 4 and 8) on this agenda (Item <br />19). He stated the Resolution reflects award to the second lowest bidder <br />and that he is a responsible bidder. He performed a project for the City <br />in San Marcos Estates and completed the bores through rock, and the <br />project was done safely and timely. He stated he has never failed to <br />complete a job timely and safely. He wants an explanation why he is not <br />being awarded the contract. (2) Frances Emery thanked the Council for the <br />opportunity to speak. Ms. Emery stated she presently serves on the Parks <br />Board and served on the Activity Center Committee to promote the approval <br />of the construction of the Activity Center. She stated the funds left <br />over from this project should be used for the expansion, and that it is <br />needed. She stated the Parks Advisory Board voted in favor of this <br />expansion.
