60. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 27, 2000 PRESENT: Mayor *Billy G. Moore Mayor Pro-Tern Deputy Mayor Pro-Tern Council Members Ed Mihalkanin Rick Hernandez Jane Hughson Louis Doiron, Jr. Earl Moseley, Jr. Joe B. Taylor Ron Patterson Mark Brinkley Steve Griffith Others Present: Martha Tatum, Kyev Tatum, Beth Morrisset, Derrick Benn, Sarah Alvarez, Garland Warren, Shaune Maycock, Paul Mayhew, Joanne Childress, John Holtermann, Ralph Gonzales, Melissa Millecam, John McBride, William Tatsch, Ed Tarbutton, Dan Wegmiller, Tom Wassenich, Mark Minnick, John Ferguson, Sherri Russell, Charles Swart, Isabel Garcia, Saul Gonzales, and others. Mayor Pro-Tern Mihalkanin called the meeting to order at 7 :00 p.m. Mayor Pro-Tem Mihalkanin introduced the ten-minute citizen comment period. 1. Ed Tarbutton stated the Downtown Specific Use Permits should allow an owner to switch from a beer and wine license to a mixed beverage license and if a business chooses to sell, the new owner should be al1owed to change the name of the business and not have to be placed on the waiting list to obtain a specific use permit. 2. Carrie Warren, Vice President of Marketing of Tanger, would like to re-establish a partnership with the City of San Marcos. She stated there was an incredible return investment of 5.2 million dollars last year, which was up 5% from the previous year. 3. Teresa Santerre Hobby stated she resides at 1231 W. San Antonio Street and would like a hike and bike trail to Dorie Miller and Hernandez schools to be established. There needs to be a safer route for the children to and from school because the traffic has increased on Hunter Road after the two schools were built. Ms. Hobby stated her son currently attends Hernandez School and thought that purchasing a bike helmet for the children would be safe enough, but she reconsidered and is currently driving the children to and from school. Mayor Pro- Tem Mihalkanin introduced for consideration one appointment to the Human Development Commission. Ms. Hughson moved to appoint Sue McCullough as a representative of the ETJ, which passed unanimously. Mayor Pro-Tern Mihalkanin introduced for consideration one appointment to the Drainage Advisory Board. Mr. Doiron did not have a nomination at this time and this will be rescheduled for April 10, 2000. Mayor Pro-Tem Mihalkanin introduced for consideration one appointment to the San Marcos Industrial Development Corporation. Ms. Hughson moved to appoint Paul Neilson to fill a vacancy, which passed unanimously. Mayor Pro-Tern Mihalkanin introduced for consideration three appointments to the Senior Citizens Advisory Board. There were no nominations at this time and will be rescheduled for April 10, 2000. *Mayor Billy G. Moore not present at this meeting.
