<br />207. <br /> <br /> <br /> <br /> <br />MINUTES OF THE REGULAR MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SEPTEMBER 11, 2000 <br /> <br /> <br />PRESENT: Mayor David Chiu <br /> <br />Mayor Pro-Tem Earl Moseley, Jr. <br />Deputy Mayor Pro-Tem Louis Doiron, Jr. <br />Council Members Jane Hughson <br />Joe B. Cox, Jr. <br />Paul Mayhew <br />Martha Tatum <br /> <br />City Manager Larry Gilley <br />Deputy City Manager Laura Huffman <br />City Secretary Janis K. Womack <br />City Attorney Mark Taylor <br /> <br />Also Present: Cliff Caskey, Joe Ptak, Carol Coughlin, Collette Duran, <br />Sherri Russell, Pat Murdock, Jim Byrn, Merlin Evans, Sarah Alvarez, Dianne <br />Wassenich, Phil Neighbors, Angie Fisher, Dan Praver, Ed Theriot, Chris <br />North, Dave Newman and others. <br /> <br />Mayor Chiu called the meeting to order at 7:00 p.m. <br /> <br />Mayor Chiu introduced the citizen comment period. (1) Amy Kirwin stated <br />she is supportive of the Edwards Aquifer rules. (2) Joe ptak of 505 <br />Patricia stated he is a candidate for the Edwards Aquifer Authority Board <br />for District 10. With the decrease is the Aquifer levels, there is a <br />threat and possible loss of endangered species. There is a ban on water <br />sprinkling, but more serious measures should be considered for <br />nonessential use of water. Law enforcement should pay serious attention <br />to the calls received regarding water waste. (3) Sherwood Bishop stated <br />the City has received a request to sell Schulle Canyon property to form a <br />buffer between a citizen's home and the canyon. Mr. Bishop stated this is <br />an important issue and hopes the Council will vote against the sale as the <br />Staff has recommended. (4) Carol Coughlin of Highland Drive urged the <br />Council to vote against selling a portion of Schulle Canyon and spoke in <br />favor of the Council continuing funding of CARTS, as this is a needed <br />service. (5) Mark Carter wants the City to continue to uphold the Edwards <br />Aquifer rules. He stated the City has an excellent staff and wants the <br />Council to support the City Attorney's office and keep our Ordinance <br />intact. (6) Dianne Wassenich shared her Boulder vacation experience with <br />the Council regarding the bike and hike trails and ability for Boulder <br />citizens to be able to walk or bike to work. She spoke with some of the <br />citizens who reside next to the greenspace area and they liked the <br />experience. She encouraged others to visit Boulder. She also recently <br />went to a friend's house in Austin that bordered on a greenbelt path <br />behind their home. She urged the Council to keep all the greenspace we <br />can. (7) Kim Porterfield asked the Council to continue supporting CARTS <br />public transportation. She has used the transportation system and thinks <br />it is needed. She stated more education in schools could be beneficial. <br />She stated signage on buses to take citizens to the downtown area would be <br />useful and thinks it could relieve traffic congestion. She asked the <br />Council to increase the bus service now offered. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Zoning Board of Adjustments and Appeals. Mr. Mayhew moved to appoint Kyle <br />Hahn as Alternate 2, which passed unanimously (Mr. Doiron not present to <br />vote on this matter). <br />
