53 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 16, 1982 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Robert L. Cavazos Berry R. James John A. Kreczmer Elida A. Mendez Tess Norris City Manager City Secretary City Attorney Director of Community Development Director of Finance Director of Public Works City Planner Tax Assessor/Collector A. C. Gonzalez Janis K. Womack Barbara Edwards Ronnie Dannelley Earl Williams George Boeker Joe Garza Charles Stones Also Present: Don Laine, Gary Davis, Bill Harrison, Bill and Nina Pryatel, Jerri Martin, Lee Swift, Kelley Kilber, Jeff Watkins and others. Mayor Craddock called the meeting to order at 5:05 p.m. Mayor Craddock stated the Council would receive the 1980-1981 Annual Financial Audit Report. Messrs. Don Laine and Gary Davis of Harold V. Simpson & Company reviewed the report with the Council. Gary Davis reviewed with Council more specifically the report, highlighting the general fund balance of $1,116,963 and utility fund balance of $2,254,851, a copy of this report being on file in the office of the City Secretary. Mr. Brown moved to accept the report and Mr. James seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- GENCY. Mrs. Norris moved for the adoption of the Ordinance and Mr. James seconded the motion. After a review of Exhibit A, on roll call the following vote was recorded: AYE: Brown, James, Craddock, Mendez, Norris. NAY: Cavazos, Kreczmer. ABSTAIN: None. Kelley Kilber needed to attend a meeting in Kyle, so Mayor Craddock presented the following agenda item out of order. Mayor Craddock introduced for consideration the adoption of a Resolution, the cap- tion which was read as follows: * Karl Brown was present at the meeting at 5:10 p.m.
