22 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 18, 1982 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown * Robert L. Cavazos * Berry R. James John A. Kreczmer Elida A. Mendez Tess Norris City Manager City Secretary City Attorney City Planner Public Works Administrator A. C. Gonzalez Janis K. Womack Barbara Edwards Joe Garza Daniel Brown Also Present: Jeff Watkins, Gregg Echols, Jerri Martin, Melissa Mille- cam, Kelley Kilber, Bill pryatel, Nina pryatel, Judge Leonard Scott, Jane Wilson, Robbie Robbins, Harvey Ginsburg, Gerald Farr, John Stokes, Brenda Smith, Billy Moore, Pud Rutledge, Shirley Wickersham, Chester Witte, Tom Kelley, John Wade, William Gibson, and other residents of Martindale and others. Mayor Craddock called the meeting to order at 5:30 p.m. Mr. Kreczmer moved that the Council adjourn to Executive Session pur- suant to Article 6252-17, §2(f), V.A.C.S. to discuss land acquisition and Mrs. Mendez seconded the motion, which passed unanimously (5:33 p.m.) Mr. Brown moved to convene at 5:59 p.m. and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock introduced approval of the preliminary report for a new landfill consisting of 103 acres in Caldwell County, Texas, as pre- pared by Kelley Kilber of Pro-Tech Engineering Group, Inc., dated January 13, 1982. Mr. James moved to approve the report and Mrs. Nor- ris seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration authorization to proceed with the option agreement for the sanitary landfill site. Mr. Brown moved to proceed with the option agreement and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration authorization to proceed with the application for the Health Department permit in connection with the landfill site. Mr. Kreczmer moved to proceed with the appli- cation and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A CHAPTER TO BE ADDED TO THE CODE OF ORDINANCES OF SAID CITY, SAID CHAPTER TO BE ENTITLED "HILLSIDE DEVELOPMENT ORDINANCE" AND TO BE NUMBERED "APPENDIX F", SETTING REQUIREMENTS FOR HILL- SIDE DEVELOPMENT IN SAID CITY; ESTABLISHING THE BURDEN OF PROOF; DEFINING TERMS; REQUIRING REPORTS AND PLANS FOR EROSION AND SEDIMENTATION CONTROL IN SAID AREA; REQUIRING CERTIFICATION OF SAID PLANS BY A REGISTERED PROFESSIONAL ENGINEER; PROVIDING FOR RUNOFF ATTENUA- TION; SETTING STANDARDS FOR OVERLAND FLOW AND NATURAL DRAINAGE; SETTING STANDARDS FOR WASTEWATER COLLECTION AND DISPOSAL SYSTEMS IN SAID AREA; SETTING STANDARDS FOR STREETS AND DRAINAGE STRUCTURES IN SAID AREA; PRO- VIDING FOR USE OF ALTERNATIVE STRATEGIES; PROVIDING FOR INSPECTION AND ENFORCEMENT; SETTING FACILITIES * Karl W. Brown was present at 5:34 p.m. and did attend Executive Session. Berry R. James was present at 5:44 p.m. and did attend Executive Session. Robert L. Cavazos was present at 7:15 p.m. which was during the Question and Answer Session with press and public.
