Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Human Services Advisory Board. Mr. Hart moved to appoint Zeke Paula, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Plumbing Board of Adjustments and Appeals. Mayor Morris moved to reappoint Tommy Hamilton, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Commission for Minorities. Mr. Hernandez moved to appoint Erasmo Pompa, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO CREATE A TRUST AND AGENCY FUND FOR IMPROVEMENTS WITHIN THE ESTATES OF SAN MARCOS SUBDIVISION; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption on emergency and Mr. Plummer seconded the motion. Mr. Taylor advised the Council Item 6 on the Agenda, adoption of a Resolution (related to this item) needs to be tabled. Ms. Kissler then moved to table adoption of this Ordinance and Mr. Plummer seconded the motion, which passed unanimously. * Mr. Guerra present at 7:57 p.m.
