103 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 11, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. E. Younger, R. G. Phillips, Melissa Millecam, Eva Vangi-Stern, Jerry Romero, Ofelia Vasquez-Philo, Collette Boruff, Bob Higgs, Jack Lindstrom, Mike McGregor, and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Airport Commission. Mr. Hart moved to appoint Robert McDonald, which passed unanimously. Mayor Morris introduced for consideration approval of two appointments to the Commission for Women. Mayor Morris moved to appoint Sandie Soyars and Mr. Plummer moved to appoint Reesa Boyd, which passed unanimously. Mayor Morris introduced for consideration confirmation of the City Manager's appointments to the Personnel Appeals Board. Mr. Moore moved to reappoint Bill Barber and reappoint Emmie Craddock, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO CREATE A TRUST AND AGENCY FUND FOR IMPROVEMENTS WITHIN THE ESTATES OF SAN MARCOS SUBDIVISION; AND DECLARING AN EMERGENCY. Mr. Moore moved to table consideration until all the paperwork involved is complete and Mayor Morris seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO PROVIDE FUNDING FOR THE POSITION OF DIRECTOR OF THE SAN MARCOS ELECTRIC UTILITY; AND DECLARING AN EMERGENCY. Mr. Moore moved to amend the Ordinance to approve the Ordinance on first reading and Mr. Hart seconded the motion, which passed unanimously. * Messrs. Hernandez and Guerra and Ms. Kissler were not present at this meeting.
