Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO PROVIDE FUNDING FOR THE POSITION OF DIRECTOR OF THE SAN MARCOS ELECTRIC UTILITY; AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on second reading and Mr. Plummer seconded the motion. Mayor Morris moved and Mr. Hernandez seconded to amend the Ordinance to add a new Section 3 as was posted, and to correct the typographical error in Section 3 day-to-day activities, which Section reads as follows: "That the Director position for which funding is provided in this Ordinance shall be an employee of the City to serve as liaison between and among the City and the San Marcos Electric utility Board. The Director, in directing the day-to-day activities of the Electric utility, shall be a department head within the City's organizational structure, and shall be responsible to the City Manager of the City." The Council approved the amendment unanimously. The Council then voted unanimously for approval of the Ordinance on second reading. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A LETTER AGREEMENT WITH DIVERSIFIED UTILITY CONSULTANTS, INC.; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. * Mr. Hart was not present at this meeting. ** Mr. Guerra was present at 7:53 p.m.
