3 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 8, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. G. Phillips, Jane Hughson and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of ten appointments to the Main Street Advisory Board. Mr. Plummer moved to reappoint Jim Gandy of the Chamber of Commerce, whose designee is Marion Oles, to reappoint Lupe Carbajal, appoint Frances Stovall, appoint Rick Skiles, appoint Rod Talley, appoint Sonja (Mrs. Shae) Kibby, appoint Lya Compos, as the Hispanic Chamber of Commerce designee and appoint Cindy Kolb, and Mayor Morris moved to appoint Bill Plummer as the Mayor's designee, which passed unanimously. The remaining appointment will be rescheduled for the April 22 Meeting. Mayor Morris introduced for consideration approval of the Comprehensive Annual Financial Report for the fiscal year ending September 30, 1990. Mr. Moore moved for approval of the Report and Ms. Kissler seconded the motion. Mr. Gilley advised the Staff has begun the process to have a fixed inventory. Mayor Morris stated KPMG Peat Markwick's Report states the Hays County Appraisal District is collecting for the City when in fact Hays County does the City's collection. The Council voted unanimously for approval of the Report. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO PROVIDE FUNDING FOR THE SAN MARCOS MASTER PLAN CITIZEN SURVEY AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion. The Council requested an explanation why the Ordinance was presented for adoption on emergency.
