ORDINANCE NO. 2024-03 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE OF THE CITY OF <br /> SAN MARCOS, TEXAS AMENDING CHAPTER 82 OF THE SAN <br /> MARCOS CITY CODE TO, AMONG OTHER THINGS, DEFINE THE <br /> AUTHORITY OF THE CITY'S PARKING ADVISORY BOARD, UPDATE <br /> THE LIST PARKING VIOLATIONS AND ASSOCIATED FINES, AND <br /> ALLOWING FOR THE CREATION OF PARKING BENEFIT DISTRICTS; <br /> PROVIDING A SAVINGS CLAUSE; PROVIDING FOR THE REPEAL OF <br /> ANY CONFLICTING PROVISIONS; AND PROVIDING AN EFFECTIVE <br /> DATE. <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> SECTION 1. Various sections of Chapter 82 of the San Marcos City Code are amended <br /> as set forth below.Added provisions are indicated by underlining. Deleted provisions are indicated <br /> by strikethroughs. <br /> SECTION 2. Section 82.001 of the San Marcos City Code is hereby amended by adding <br /> the following definition to be inserted in alphabetical order. <br /> Mobility means the safe and convenient abilily of a person or obj ect to move <br /> throughout the city other than as automotive traffic. <br /> SECTION 3. Chapter 82, Article 2, of the San Marcos City is amended by modifying <br /> Division 2 as follows and creating a new Division 2 as provided in Section 4: <br /> DIVISION 2. TRAFFIC CONTROL DEVICES PARKING ADVISORY <br /> BOARD AND PARKING MANAGEMENT <br /> Sec. 82.037. Advisory Board. <br /> The ParkingLAdvisory Board hereinafter referred to as the "board" is <br /> created and subject to the rules governing its composition purposes, duties and <br /> affairs under Sections 2.171 through 2.178 of the Cijy Code. <br /> Sec. 82.038. Parking Personnel. <br /> Subject to annual appropriations in the city's approved budget the city <br /> manager will assign a staff member to serve as a parking mobility manager. The <br /> parking mobility manager will make recommendations to or assist the board in <br /> formulating proposed new or revised parking regulations and rates consistent with <br /> recommendations found in the Kimley-Horn Parking Framework plan or successor <br /> plan. <br /> Secs. 82.039-82.065.Reserved. <br />
