G. Phillips, <br />Bob Martenis and others. <br /> <br />Mayor Morris called the meeting to order at 5:30 p.m. <br /> <br />Mayor Morris introduced the canvassing of the returns of the General <br />and Special Election held May 4, 1991. The Council canvassed the <br />returns. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CANVASSING RETURNS AND DECLARING THE RESULTS OF THE <br />GENERAL AND SPECIAL ELECTION HELD ON MAY 4, 1991 FOR THE <br />PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE FIVE, AND A <br />CITY COUNCIL MEMBER, PLACE SIX, AND FOR THE PURPOSE OF <br />SUBMITTING TO THE VOTERS A PROPOSITION TO ALLOW THE <br />CONSTRUCTION OF A PUBLIC LIBRARY ON CERTAIN PARK PROPERTY; AND <br />DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion. Mr. Guerra moved to amend the Ordinance <br />in the fifth paragraph beginning with WHEREAS to add the names of <br />Billy G. Moore, Rick Hernandez, Ronald K. Hart, Kathy M. Morris, <br />Fred Guerra, Betty Jane Kissler and Bill Plummer, to amend Section <br />3.A. to add the name of Billy G. Moore, to amend Section 3.B. to add <br />the name of Bill Plummer, and to amend to add the votes for <br />Proposition No.1 for: 1128 and against: 368, and attach the <br />tabulation sheet, and Ms. Kissler seconded the motion, which passed <br />unanimously. The Council then voted unanimously for adoption of the <br />Ordinance on emergency. <br /> <br />Mayor Morris issued Certificates of Election to Billy G. Moore, <br />Place Five, and Bill Plummer, Place Six, and administered the Oaths <br />of Office. <br /> <br />Mayor Morris introduced for consideration election of the Mayor <br />Pro-Tempore. Mr. Guerra moved to appoint Ronald K. Hart and Mr. <br />Hernandez seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />* Mr. Hernandez present at 5:32 p.m. <br />** Mr. Guerra left the meeting at 6:30 p.m. <br />
