Womack <br />City Attorney Mark Taylor <br />Director of Env. and Engineering Steve Jenkins <br />Director of Health Terry Ewald <br />Director of Public Works George Boeker <br />Fire Chief and Acting Director <br />of Planning Dan O'Leary <br />Police Chief Tom Martin <br />Director of WIC Eddie Ortega <br />Director of SMEU Bob Higgs <br />Director of Finance Bill White <br /> <br />Also Present: Tom Bailey, Kim McCollum, Collette Boruff, Kayleen <br />Ray, Jeannie Lewis, John DeMoor, Melissa Millecam, Louise Greene, <br />Todd Derrickson, Rose Brooks, Patricia Nordyke, Bill Coddington and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced a presentation by Kayleen Ray regarding the <br />League of Women Voters' involvement in a Groundwater SYmposium. Ms. <br />Ray advised she attended a Groundwater Workshop in Washington, D.C. <br />in March and the League (along with the L.W.V. San Antonio) <br />submitted a grant proposal in May and have been advised they are one <br />of eighteen grants to be funded. Ms. Ray advised the Edwards will <br />join them in holding the symposium to be held Saturday, November 23 <br />at the Embassy suites Hotel in San Antonio. <br /> <br />Mayor Morris introduced for consideration two appointments. to the <br />Library Board. Mayor Morris moved to reappoint Pat Lindstrom and <br />reappoint Shirley Boemerman, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to complete a vacancy on the Human Services Advisory <br />Board. Mayor Morris moved to appoint Mary Davis, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />APPROVING THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE <br />AND NECESSITY TO LOUISE GREENE D/B/A EVERGREENE FOR THE <br />PROVISION OF TAXICAB SERVICES IN SAN MARCOS, AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Louise Greene handed the Council a packet of information and <br />read a statement into the record regarding the services she wished <br />to provide. Patricia Nordyke stated such a service will be an asset <br />to the community and asked if Ms. Greene was aware she would be <br />required to be available for service between the hours of 6:00 a.m. <br />and 9:00 p.m., to which Ms. Greene acknowledged. Ms. Nordyke stated <br />Ms. Greene's address is a residential address, 611 W. Hopkins, and <br />wanted to know if that type use was permitted from a residential <br />address, to which Mr. Taylor stated it would be permitted. Ms. <br />Nordyke questioned whether or not Ms. Greene had proper insurance <br /> <br />* Messrs.
