Womack <br /> City Attorney Mark Taylor <br /> Director of Planning Mary Martinez <br /> Acting Director of Finance Eva Vangi-Stern <br /> Director of Public Works George Boeker <br /> Director of Parks and Recreation Rodney Cobb <br /> Police Chief Tom Hartin <br />Also Present: Patti Wenk, Brownie Troop 916, Richard Dotson, <br />Oliver Byington, Ray Berry, Steve Sands, R. Patricia Spearman, Rose Brooks, LTohn Hade, Nick Caruso, <br />Janace í~Jade, Johnnie Armstead, Jenny Kile, Collette Boruff, Keith <br />Leuty, Jerry Romero, Ruben Garza, Jim Gandy, Clarence Miller, <br />Garland Warren and others. <br />Mayor Morris called the meeting to order at 7:30 p.m <br />Mayor Morris introduced for consideration approval of <br />appointments to the Commission for Minorities. Mr. Hernandez <br />moved to appoint Joe Garcia to complete a vacancy and appoint <br />Rachel Vasquez to complete a vacancy and Mayor Morris seconded <br />the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of a <br />Resolution, which was read in its entirety, the caption which <br />reads as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, REQUESTING COMPLIANCE BY THE CITIZENS OF SAN MARCOS <br /> WITH VOLUNTARY WATER CONSERVATION MEASURES FOR THE <br /> PROTECTION OF THE EDWARDS AQUIFER; AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Resolution and Ms. Kissler <br />seconded the motion. The Mayor advised she is writing a letter <br />to all Mayors and County Judges over the Aquifer to educate <br />citizens and to voluntarily conserve water. Glen Longley advised <br />the County the Aquifer is 15.23 feet lower than it was a year ago <br />at this time. The Council directed an Ordinance prohibiting <br />carwash fundraisers at locations other than a carwash be brought <br />to the Council March 26 for consideration as an effort to <br />conserve water. The Council voted unanimously for adoption of <br />the Resolution. <br />Mayor Morris introduced for consideration adoption of a <br />Resolution, which was read in its entirety, the caption which <br />reads as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, RECOGNIZING THE IMPORTANCE OF A FULL CENSUS COUNT OF <br /> ALL RESIDENTS OF THE CITY IN 1990; AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mr. Hernandez moved for adoption of the Resolution and Ms. <br />Kissler seconded the motion. Mr. Hernandez stated at the <br />National League of Cities Meeting at a press conference, <br />
