Phillips, Collette Boruff, Wayne Moore, Rene <br />Gonzales, Bob Barton, Melissa Millecam, Bill Backus, Vikki Fruit, <br />Jane Hughson, Janace Wade, Jerry Romero, John DeMoor, Lee Hudman, <br />Eva Vangi-Stern, Kelly Franks, Lupe Carbajahl, Joe Cox, Jesse <br />Estrada, Dan Nelson, Ray Berry, Lisa Dvorak, Tommy Norris, Patti <br />Sullivan, Jake Sullivan, Handler Smith, Nick Caruso and others. <br /> <br />Mayor Morris called the meeting to order at 7:00p.m. <br /> <br />Mayor Morris introduced a formal public hearing on the 1990-1991 <br />Budget, including all funds in the following categories: (1) <br />General Fundi (2) Special Revenue Fundi (3) Debt Service Fundi <br />(4) Capital Project Fund; (5) Enterprise Fundi and (6) Trust and <br />Agency Fund. Mayor Morris read a statement regarding the budget <br />process and needs of the citizenry, which is attached to these <br />minutes. Bill Backus of the Central Appraisal District estimated <br />the City would lose an additional $20-$25 million in taxable <br />value next year. Mayor Morris opened the public hearing. Bob <br />Barton stated the downtown parking situation needs to be --- <br />addressed and thinks automated would be better than meters. <br />Valerie Creveling wants the City to get rid of the parking <br />meters. Don Garrett stated he was in support of Mr. Barton's <br />statementS;-and the removal of parking meters would bring <br />business downtown. Marcy McCollum stated she is in support of <br />the removal of the parking meters. R. G. Phil~ips stated during <br />an economic downturn businesses have-closed and the City's <br />expenses have increased. The City should reduce utility rates, <br />travel expenses, use of consultants, not purchase new equipment <br />or office furnishings and could cut 8 1/2 staff positions. <br />Almost all travel for Staff could be eliminated. Some <br />departments could be consolidated and effectuate cross-training. <br />Hugh Johnson asked for the number of City employees (280) and <br />what the turnover rate is (20%). He is opposed to the electric <br />rate increase. He appreciates the specialized employees as <br />police. He wants no more tax increases or personnel. He wants <br />cost-effective government, and stated the SMEU Board is not <br />qualified. Mr. Gilley responded the SMEU increase is due to a <br />direct pass-through expense from LCRA and is confident the PUC <br />will not grant all LCRA is requesting. Janace Wade stated she is <br />in support of the request for an increase by the Economic <br />Development Council. The number of prospects has increased. <br />
