Mayor Morris introduced for consideration approval of an appointment to the Cemetery Commission. Mayor Morris moved to appoint Helen VanGundy, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Zoning Board of Adjustments and Appeals. Mr. Guerra moved to appoint Vance Winn, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the San Marcos Electric Utility. Mayor Morris moved to reappoint Mary Borm, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Central Texas Higher Education Authority. Mr. Moore moved to appoint Gilbert Conoley. Mr. Bob Martenis of CTHEA requested the Council table this. matter to give the Board time to present a banker's name to the Council for consideration. He said the Board felt a banker or someone with financial background was needed, and there has not been a banker on the board since Noble Hayden left the Board. Mr. Moore stated he would hold Mr. Conoley's name in abeyance if it was the pleasure of the Council. The Council agreed to consider this vacancy on September 10. Mayor Morris introduced for consideration a public hearing on an annexation, the caption of the Ordinance which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 50.158 ACRES, MORE OR LESS, FRONTING ON THE SOUTHEAST RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 AT ITS INTERSECTION WITH CENTER POINT ROAD IN HAYS COUNTY, TEXAS, THIS LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF THE CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR THIS TRACT; EXTENDING THE BOUNDARY LIMITS OF THE CITY SO AS TO INCLUDE THIS TRACT; GRANTING TO THE INHABITANTS OF THIS TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF THE CITY; BINDING THE INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF THE CITY; AND DECLARING AN EFFECTIVE DATE.
