<br />The Mayor Pro-Tern called the meeting to order at 7:30 p.m.
<br />
<br />Hr. Stokes introduced for consideration approval of the minutes of
<br />the regular meeting held March 9, 1981. Mr. James asked that the work
<br />"submitted" on page eight of the minutes be changed to "stated". Mrs.
<br />Norris moved to approve the minutes. Mr. Brown seconded the motion,
<br />which passed unanimously.

<br />Mr. Stokes introduced for consideration approval of the minutes of
<br />the special meeting held March 12, 1981. Mrs. Norris moved to approve
<br />the minutes. Mr. James seconded the motion, which passed unanimously.

<br />Mr. Stokes introduced for consideration approval of the minutes of
<br />the emergency meeting held March 12, 1981. ~1r. Brown moved to approve
<br />the minutes. Mrs. Norris seconded the motion, which passed unanimously.

<br />Mr. Stokes introduced for consideration approval of the minutes of
<br />the special meeting held March 13, 1981. Mrs. Norris moved to approve
<br />the minutes. Mr. James seconded the motion. On roll call, the following
<br />vote was recorded:

<br />Mr. Stokes introduced for consideration approval of the minutes of the

<br />Mr. Stokes introduced for consideration direction to Planning & Zoning
<br />Commission and the Environmental Advisory Board regarding recommendations
<br />on density and runoff controls out of order on the agenda. Joel Barnard,
<br />Chairman of P&Z, stated that an Ordinance was needed that would stand up
<br />in court. He suggested a 9 member committee, 3 from P&Z, 3 from Environ-
<br />mental Advisory Board and 3 from the university to corne up with an Ord-
<br />inance to bring back to Council. Mr. Brown had a question about the
