I I I 112 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 14, 1979 Present: Mayor John A, Hansen Council Members Ted Breihan Robert L. Williams Also Present: Dedley Dobie, Walter Burnett, Scott Yarbrough, Margie Ventimiglia, Kaye Kotowski, Bill Cunningham, Charles Cole, Steve Anderson, Terry Roberts, Mr. and Mrs. W. B. Pryatel, Erica Martin, Jerri Martin, Jeff Watkins, Chris Bishop, Bob Barton, and others. The Mayor called the meeting to order at 7:30 p.m. The minutes of the regular meeting held Monday, May 7, 1979 were approved on motion of Mr. Sutton and second of Mr. Cavazos. Mr. James arrived late therefore his vote is not recorded in the next few motions. County Judge Walter Burnett and Administrator Bill Cunningham came before the City Council with a report on the County sponsored Youth Conservation Corps Program. Mr. Cunningham told the Council that the program would be funded in the amount of $30,000 and would provide work for youths between the ages of 15 and 18 for a nine week program, about one-half of which time would be spent on City property. Mr. Hyatt moved to authorize City participation in the program. Mr. Breihan seconded the motion which passed unanimously. The Mayor read an ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPOINTING A BOARD OF EQUALIZATION; FIXING THE TIME OF THE BOARD'S FIRST MEETING; AND DECLAR- ING AN EMERGENCY. Mr. Cavazos moved the ordinance be adopted on emergency. Mr. Hyatt seconded the motion which passed unanimously. It was noted that only three members were appointed to the five-member Board of Equalization, Mrs. Lou Cole, Mrs. Mary Ann Convis, and Dr. A, A. Grusendorf. Council agreed to amend the ordinance at a later date to appoint the other two members. The Mayor introduced a companion resolution setting the assessment ratio at 70% of market value. Mr. Sutton moved the resolution setting the assessment ratio at 70% of market value be adopted. Mr. Cavazos seconded the motion which passed unanimously. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING ACCEPTANCE OF THE COMPLETION OF TENNIS COURTS CONSTRUCTED AT RIO VISTA PARK IN SAN MARCOS, TEXAS: AUTHORIZING FINAL PAYMENT FOR THIS CONSTRUCTION; AND ,., ESTABLISHING AN EFFECTIVE DATE.
