Thomas; Mr. & Mrs. C.D. <br />Marshall; Jerry Moore; Albert Sierra; Warren Leddick; Jerri Martin; <br />Terry Roberts; Melissa Millecam; Rowe Ray; Gary Bond; and othen.. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock issued proclamations in observance of "National Music Week", <br />"Cinco de Mayo", and the Week of the Young Child. <br /> <br />The Minutes of the Regular Meeting held April 12, 1976, were unanimously approved on <br />motion of Mr. Hansen and second of Mr. Breihan. The Minutes of the Special Meeting <br />held April 19 were unanimously approved on motion of Mr. Arredondo and second of <br />Mr. Hansen. The Minutes of the Special Meeting held April 21, 1976, were unanimously <br />approved on motion of Mr. Cavazos and second of Mr. Hansen. <br /> <br />I <br /> <br />The Mayor opened a public hearing on a request for a change in the zoning of Lots 1 <br />through 8, Block 10 of the McGehee Heights Addition from "R-l" to "R-2". No persons <br />were present to speak in favor of the request made by Mr. John Stokes. Eugene Morrow, <br />owningpr9perty_within 200 feet of the referenced tract, requested the Council deny <br />the request. A petition previously submitted by more than 20% of the property <br />owners within 200 feet of the property in question in objection. to the change .,;as <br />noted. The Mayor closed the hearing and read in its entirety an Ordinance having <br />the following caption: ' <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH RESTRICTS AND REGULATES THE LOCATION AND <br />USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. .32) BY <br />CHANGING THE ZONING OF LOTS 1 THROUGH 8 OF BLOCK 10 OF THE McGEHEE HEIGHTS <br />ADDITION, LOCATED ON SOUTH LOOP STREET, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) <br />TO "R-2" (DUPLEX). <br /> <br />Mr. Cavazos moved the Ordinance not be approved. Mr. Hansen seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor opened a public hearing on a request for a change in the zoning of Lots 38 <br />and 39, Block 1 of the Rio Vista Terrace Addition from "c" (connnercial) to "C-.2" <br />(connnercial) made by Herbert Rizk who was present at the meeting. No opposition was <br />presented before the Council. The Mayor closed the hearing and read an Ordinance <br />having the following caption: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH RESTRICTS AND REGULATES THE LOCATION turn <br />USE OF BUILDINGS, STRUCTURES~ LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF LOTS ~Akn 39,~BLCCK 1 OF THE RIO VISTA TERRACE <br />ADDITION, LOCATED AT 419 RIvERSIDE DRIVE, FROM "c" (COMMERCIAL) TO "C-2" <br />(COMMERCIAL) . <br /> <br />Mr. Arredondo moved approval of the Ordinance on first reading. Mr. Breihan ileconded <br />the motion and then stated his opposition to "C-2" zoning in a residential neighborhood I <br />particularly with a child day care center in the immediate vicinity. Mr. Breihan also <br />stated that he felt the people in the neighborhood were unaware of the consequences of <br />such a zoning change. On roll call, the motion was approved with five votes in favor <br />and Mr. Breihan voting "Nay". <br />
