82 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 9, 1976 Present: Mayor Emmie Craddock Councillnen Frank T. Arredondo Ted Breihan Robert L. Cavazos John Hansen Berry R. James Kenneth E. Sutton I City Manager City Secretary Director of Public Works Director of Finance James B. Baugh Doriss Hambrick William T. Friedrich Earl T. Williams Also present: Jim Broussard; Roy Porter; Bob Derrick; Charley Varnel; Tom Bond.; Mike Uhlmann; Jerri Martin; Terry Roberts; Gary Bond; Rowe Ray; and others. The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting held July 26, 1976 were approved on motion of Mr. Cavazos and second of Mr. Hansen. The Minutes of the Special Meeting held August 2, 1976 were approved on motion of Mr. Arredondo and second of Mr. Cava"os, with Mr. Sutton abstaining. Mr. Arredondo moved that Mrs. Felipa Espinoza be appointed and Mrs. Rose Brooks and Dr. James Broussard be reappointed to the Housing Authority Board. Mr. Hansen seconded the motion, which passed unanimously. I Mayor Craddock introduced for consideration a request for a temporary permit to locate a mobile home at the corner of Spring Road and Old Austin Highway. The applicant was Mrs. J.B. Jennings. The Mayor explained that the Planning and Zoning Commission had reco=mended approval of the reQuest since no objections had been received prior to their hearing, but that SUbseQuent to the P&Z hearing three objections from adjacent property owners had been received. Mr. Cavazos moved the reQuest be denied. Mr. James seconded the motion, which passed unanimously. The Mayor opened a Public Hearing to discuss the proposed 1976~1977 Budget. There. were no comments from members of the audience. Mr. Breihan moved to delete the proposed Deputy Tax Assessor-Collector from the proposed budget. Mr. Sutton seconded the motion. Council discussed the measure. Mr. Sutton withdrew his second of the motion, which died when no other second was made. Mr. Arredondo cautioned the Council that cuts in the Aquatic budget needed to be carefully watched since it was extremely important to keep lifeguards on duty at all times at the cit;r pool. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 12 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, ENTITLED "GARBAGE AND TRASH", BY AMENDING SECTION 12-7(a). I Mr. Hansen moved the Ordinance be approved on second reading. Mr. Cavazos seconded the motion. Mr. Sutton suggested that the portion of the originally proposed ordinance which provided for a reduced rate for multiple containers at apartrrLent complexes and which was deleted at the first reading be reinstated, and that all residences and businesses in the city be charged for city garbage service wh~,ther they used it or not. On roll call, the motion to approved the ordinance on second reading was approved by the follQwing vote: AYE: Sutton, Arredondo, Cavazos, Craddock, Hansen, James NAY: Breihan. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE ESTABLISHING AND REGULATING SERVICES, RATES AND CHARGES WHICH MAY BE RENDERED AND COLLECTED FOR LOCAL TELEPHONE SERVICE IN THE CITY OF SAN MARCOS, TEXAS. Mr. Arredondo moved the Ordinance be adopted on third and final reading.
