<br />The Mayor called the meeting to order at 7:30 p.m.
<br />
<br />The Minutes of the regular meeting held January 9, 1978 were approved on motion
<br />of CoW1cil Member James and second of Cormcil Member Hansen, with six votes in
<br />favor and the Mayor abstention due to' his absence from the meeting.
<br />
<br />The Mayor opened a public hearing to consider a request by William Ralph Rich
<br />for a change in the zoning of 8.8526 acres in the J. M. Veramendi League #2
<br />from "R-l" to "C". Mr. Rich was represented by David Morrison. Mr. Morrison
<br />informed the Cormcil that his client intended to construct a warehouse cn the
<br />property. There were no obj ections presented from the audience.. It was noted
<br />that the Planning and Zoning Ccmnission recommended appproval. The Mayor closed
<br />the hearing and read an Ordinance having the following caption:
<br />

<br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES
<br />AND RESTRICTS 'IHE LOCATION AND USE OF BUILDINGS, STRUCTURES
<br />AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CI-'ANGING 'IHE
<br />ZONING OF 8.8526 ACRE TRACT IN 'IHE J. M. VERAMENDI SURVEY
<br />NO.2, LOCATED ON RIVER ROAD, FROM "R-l" (SINGLE FAMILY
<br />RESIDENTIAL) TO "c" (COMl1ERCIAL).

<br />Mr. Breihan moved the Ordinance be approved on first reading. Mr. Cavazos
<br />seconded the motion. Dr. Craddock objected to the applicant not giving more
<br />infonIl3.tion about the intended use of the property. On roll call, the motion
<br />to approve the Ordinance on first reading passed with the following vote:

<br />Nay: Craddock, Hansen
<br />Abstain: Arredondo
<br />
<br />The Mayor opened a public hearing to consider a request for revision of the
<br />retail electric rates charged San Marcos customers of the Lower Colorado
<br />River Authority. Senator Charles Herring, Executive Director of the Lcwer
<br />Colorado River Authority, and Lower Colorado River Authority Finance Director
<br />Mr. Doughty Miller, came before the Cormcil to present the request on behalf
<br />of the Authority. Following their presentation, special legal cormsel for
<br />the City, Mr. Don Butler, recommended that the Council suspend the new rate
<br />schedule proposed by the Lower Colorado River Authority and authorize he and
<br />the City Attorney to represent the Cormcil before the Public Utilities
<br />Commission in the matter of the new rate schedules filed by the Lower Colorado
<br />River Authority. Mr. Butler also informed the Coilllcil that the City of
<br />Kerrville had asked to join San Nar'Cos in its intervention in the latest
<br />Lower Colorado River Authority rate increase request. The Mayor closed the
<br />public hearing and read the caption of a resolution as follows:
