Warren, Gene Majors, Jorge Cruz-Aedo, Gary Bond, Allen <br />King, Jeff Ebner, JerTi Martin, Jeff Franks, Terry Roberts, Richard Santellana, <br />David MOrTison, Jake Krauskopf, Ralph Gonzales, Bill Nicola, Don laine, DeeD <br />Jenkins, Rodgers Storey and others. <br /> <br />The Mayor called the meeting to order at 7: 30 p.m. <br /> <br />The Minutes of the meeting held January 23, 1978 were approved on motion of <br />Mr. Sutton and second of Mr. Hansen with Mr. Cavazos abstaining from the vote <br />due to his absence from the meeting. <br /> <br />Mr. Breihan moved to take from the table an ordinance on first reading changing <br />the zoning of lDts 5 and 6, West End Addition, from "R-l" to "M". Mr. Hansen <br />seconded the motion which passed unanimously. The Mayor read the caption of <br />an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF TIJAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, ".STRUCTURES, <br />AND lAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE <br />ZONING OF LOTS 5 AND 6, WEST END ADDITION, LeOATED AT 1308 <br />HOPKINS STREET, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO <br />"M" (MIXED). <br /> <br />Mr. Breihan moved the ordinance be approved on first reading. Mr. Cavazos <br />seconded the motion. The Director of Public Works informed the Council that <br />one more lane of traffic was required for a safer traffic flow on Bishop Setreet. <br />Mr. Krauskopf reported that traffic had been the major concern of the Planning <br />and Zoning Commission when they had recommended the zoning not be changed. It <br />was noted that one written petition of objection had been received from an <br />adjacent property owner. On mIl call, the motion to appmve the ordinance on <br />first reading was unanimously approved. <br /> <br />The Mayor read the caption of a'"l ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF TIJAT ORDINANCE WHICH REGULATES <br />A'"ID RESTRICTS THE LOCATION P.ND USE OF BUILDINGS, STRUC'IURES <br />AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING <br />OF 8.8526 ACRE TRACT IN THE J. M. VERAMENDI SURVEY NO.2, <br />LOCATED ON RIVER ROAD, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) <br />TO "C" (COMMERCIAL). <br /> <br />Mr. Breihan moved the ordinance be approved on second reading. Mr. Hansen <br />seconded the motion. Dr. Craddock requested more information on the proposed <br />use of the building. Mr. David MOrTison, representing the applicant W. R. Rich, <br />reported that he could not give specific information on the proposed use cut <br />that it would be in keeping with commercial zoning. He did tell the Council <br />that the developer intended to leave a buffer of approximately fifteen feet of <br />undeveloped pmperty around the commercial structure. On roll call, the rrotion <br />to appmve the ordinance on second reading passed with the fOllowing vote: <br /> <br />Aye: Cavazos, Hansen, Sutton, Breihan <br />Nay: Craddock, James <br />Abstain: Arrecbndo <br />
