Warren, Gene Majors, Jorge Cruz-Aedo, Gary Bond, Allen King, Jeff Ebner, JerTi Martin, Jeff Franks, Terry Roberts, Richard Santellana, David MOrTison, Jake Krauskopf, Ralph Gonzales, Bill Nicola, Don laine, DeeD Jenkins, Rodgers Storey and others. The Mayor called the meeting to order at 7: 30 p.m. The Minutes of the meeting held January 23, 1978 were approved on motion of Mr. Sutton and second of Mr. Hansen with Mr. Cavazos abstaining from the vote due to his absence from the meeting. Mr. Breihan moved to take from the table an ordinance on first reading changing the zoning of lDts 5 and 6, West End Addition, from "R-l" to "M". Mr. Hansen seconded the motion which passed unanimously. The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF TIJAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, ".STRUCTURES, AND lAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 5 AND 6, WEST END ADDITION, LeOATED AT 1308 HOPKINS STREET, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "M" (MIXED). Mr. Breihan moved the ordinance be approved on first reading. Mr. Cavazos seconded the motion. The Director of Public Works informed the Council that one more lane of traffic was required for a safer traffic flow on Bishop Setreet. Mr. Krauskopf reported that traffic had been the major concern of the Planning and Zoning Commission when they had recommended the zoning not be changed. It was noted that one written petition of objection had been received from an adjacent property owner. On mIl call, the motion to appmve the ordinance on first reading was unanimously approved. The Mayor read the caption of a'"l ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF TIJAT ORDINANCE WHICH REGULATES A'"ID RESTRICTS THE LOCATION P.ND USE OF BUILDINGS, STRUC'IURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF 8.8526 ACRE TRACT IN THE J. M. VERAMENDI SURVEY NO.2, LOCATED ON RIVER ROAD, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "C" (COMMERCIAL). Mr. Breihan moved the ordinance be approved on second reading. Mr. Hansen seconded the motion. Dr. Craddock requested more information on the proposed use of the building. Mr. David MOrTison, representing the applicant W. R. Rich, reported that he could not give specific information on the proposed use cut that it would be in keeping with commercial zoning. He did tell the Council that the developer intended to leave a buffer of approximately fifteen feet of undeveloped pmperty around the commercial structure.
