D. Hardesty, Don Laine, Lee Phelps, Gary Bond, Bill Nicola, George Vandervort, Jerry Ramirez~ Eloisa Hernandez, and others. The Mayor called the meeting to order at 7:30 p.m. Mr. Cavazos issued a proclamation in observance of Parks and Recreation month. He next presented a certif1cate to Mr. John Conner, City Recreation Supervisor, naming him a certified member of the Texas Recreation and Park Society,. The minutes of the regular meeting held Monday, May 22, 1978 were approved on motion of Mr. Hyatt and second of Mr. James. The minutes of the special meeting held Wednesday, May 24, 1978 were approved on motion of Mr. James and second of Mr. Breihan with Mr. Hansen abstaining from the vote. The Mayor iritroduced for consideration an appointment to the Central Texas Higher Education Authority to fill the vacancy created by the resignation of Mr. Ernest Morgan. Mr. Cavazos named the nominees as Mrs. Ruth King and Mr. Lee Phelps. Dr. Lee Smith, Advisor to the Authority, came before the Council to encourage that a person having experience in computer systems be named to the Authority either now or at a later date. On roll call, the Council voted as follows: KING: Breihan, Hansen, Hyatt, Sutton PHELPS: Cavazos, James, Arredondo Mr. Cavazos named Mrs. Ruth King as the Council's appointment and thanked both she and Mr. Phelps for volunteering their time to the community. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ENCOURAG- ING THE U. S. DEPARTMENT OF ENERGY TO FORMULATE REGIONAL GUIDELINES FOR OPERA- TION OF ITS ENERGY CONSERVATION-WEATHERI- ZATION PROGRAM. Mr. Aart Millecam of the Community Action Agency came before the Council to discuss the provisions of the resolution re- quested earlier. Mr. Breihan suggested that the resolution
