1 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 11, 1977 Present: Mayor Emmie Craddock Council Members Frank T. Arredondo Ted Breihan Robert L. Cavazos John Hansen Berry R. James Kenneth E. Sutton I City Manager James B. Baugh City Attorney Charles E. Evans City Secretary Doriss Hambrick Director of Public Works William T. Friedrich Director of Finance Earl T. Williams Director of Community Development Albert Sierra Also present: Don Butler; John Dennison; Terry Roberts; Jerri ~rtin; Pat Black; Allen King; Larry Carlson; Gary Bond; and others. The Mayor called the meeting to order at 7:30 ~.m. The Minutes of the Regular Meeting held ~rch 28 and the Recessed Regular Meeting held April 4, 1977 were approved on motion of Mr. James and second of Mr. Hansen. The Oath of Office of Council Member was administered to re-elected Council Menrners Ted Breihan and Kenneth E. Sutton by the City Attorney. The meeting was recessed to Executive Session at 1:35 p.m. on motion of Mr. Breihan and second of Mr. Hansen. I The meeting was reconvened in Regular Session at 8:15 p.m. on motion of Mr. Hansen and second of Mr. Sutton. The Mayor reported that the Council had received a report from the city's rate consultant and rate attorney on the status of the Lower Colorado River Autharity rate schedule. Mr. Butler, rate attorney for the city, reported that a hearing before the examiner for the Public Utilities Commission had been scheduled for June 13. Mr. Sutton, on recommendation of the City Attorney, moved that the Council grant an extension to LCRA allowing payment of the street rental fee for the first 'luarter to be made on May lO.as opposed to April 10 stipulated in the ordinance. Mr. Cavazos seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 316 THROUGH 321 AND 381 THROUGH 384 OF BLOCK 15 OF TH~ WESTOVER ADDITION, LOCATED ON THAT BLOCK BOUNDED BY EARLE, ALLEN, DELMAR AND BISHOP S'i:REEl'S, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "P-1" (PUBLIC). Mr. Cavazos moved the Ordinance be approved on second reading. Mr. Breihan seconded the motion, which passed. Unanimously. The Mayor read the caption of an Ordinance as follows: I AN ORDINANCE OF THE CITY COUNCIL OF"THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE WHICH ADOPTS RULES AND ORDER OF BUSINESS FOR SAID CITY COUNCIL, BY PROVIDING FOR REGULAR WEEKLY MEEI'INGS OF THE CITY COUNCIL FOR THE DUHATION OF A REVIEW PERIOD TO END SEPl'EMBER 30, 1977. Mr. Hansen moved approval of the Ordinance on second reading. Mr. James seconded the motion, which passed unanimously.
