<br />1 <br /> <br />REGULAR MEETING OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, APRIL 11, 1977 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Emmie Craddock <br /> <br />Council Members <br /> <br />Frank T. Arredondo <br />Ted Breihan <br />Robert L. Cavazos <br />John Hansen <br />Berry R. James <br />Kenneth E. Sutton <br /> <br />I <br /> <br />City Manager James B. Baugh <br />City Attorney Charles E. Evans <br />City Secretary Doriss Hambrick <br />Director of Public Works William T. Friedrich <br />Director of Finance Earl T. Williams <br />Director of Community Development Albert Sierra <br /> <br />Also present: Don Butler; John Dennison; Terry Roberts; Jerri ~rtin; Pat Black; <br />Allen King; Larry Carlson; Gary Bond; and others. <br /> <br />The Mayor called the meeting to order at 7:30 ~.m. <br /> <br />The Minutes of the Regular Meeting held ~rch 28 and the Recessed Regular Meeting <br />held April 4, 1977 were approved on motion of Mr. James and second of Mr. Hansen. <br /> <br />The Oath of Office of Council Member was administered to re-elected Council Menrners <br />Ted Breihan and Kenneth E. Sutton by the City Attorney. <br /> <br />The meeting was recessed to Executive Session at 1:35 p.m. on motion of Mr. Breihan <br />and second of Mr. Hansen. <br /> <br />I <br /> <br />The meeting was reconvened in Regular Session at 8:15 p.m. on motion of Mr. Hansen <br />and second of Mr. Sutton. The Mayor reported that the Council had received a report <br />from the city's rate consultant and rate attorney on the status of the Lower Colorado <br />River Autharity rate schedule. Mr. Butler, rate attorney for the city, reported that <br />a hearing before the examiner for the Public Utilities Commission had been scheduled <br />for June 13. Mr. Sutton, on recommendation of the City Attorney, moved that the <br />Council grant an extension to LCRA allowing payment of the street rental fee for the <br />first 'luarter to be made on May lO.as opposed to April 10 stipulated in the ordinance. <br />Mr. Cavazos seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND <br />USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING <br />THE ZONING OF LOTS 316 THROUGH 321 AND 381 THROUGH 384 OF BLOCK 15 OF TH~ <br />WESTOVER ADDITION, LOCATED ON THAT BLOCK BOUNDED BY EARLE, ALLEN, DELMAR AND <br />BISHOP S'i:REEl'S, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "P-1" (PUBLIC). <br /> <br />Mr. Cavazos moved the Ordinance be approved on second reading. Mr. Breihan seconded <br />the motion, which passed. Unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF"THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />THAT ORDINANCE WHICH ADOPTS RULES AND ORDER OF BUSINESS FOR SAID CITY COUNCIL, <br />BY PROVIDING FOR REGULAR WEEKLY MEEI'INGS OF THE CITY COUNCIL FOR THE DUHATION <br />OF A REVIEW PERIOD TO END SEPl'EMBER 30, 1977. <br /> <br />Mr. Hansen moved approval of the Ordinance on second reading. Mr. James seconded <br />the motion, which passed unanimously. <br />
