Carson; Stanley Sissom; John Belisle; <br />Apolinar Mendoza; Shirley Wickersham; Catherine Johns9n; Mr. & ~'s. <br />Bobby Dupree; Pat Black; Melissa Milleca.m; Jerri Martin; Allen King; <br />Larry Carlson; Gary Bond; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Arredondo presented a silver tray to Dr. Emmi.e Craddock in appreciation for <br />her service as Mayor of the City for three terms. <br /> <br />I <br /> <br />Dr. Craddock moved the Minutes of the Regular Meeting held April 25 and the Recessed <br />Regular Meeting held ~y 2 be approved. Mr. Cavazos seconded the motion. Council <br />Member James re~uested the Minutes of the April 25 meeting be corrected to reflect <br />his "Nay" vote against the revision of the parking fine schedule. Dr. Craddock amended <br />her motion, with the consent of the seconder. The motion to approve the MinutE's as <br />corrected was passed unanimously. <br /> <br />Too Mayor opened a Public Hearing to consider a re~uest for a change in the zoning <br />of Lot 9, Block 3 of the Lindsey and Harvey Addition, from "D" to "C". Thomas J. <br />Leffingwell, the applicant, was present to re~uest the change. There was no opposition <br />presented. The Mayor elosed the hearing and read an Ordinance having the following <br />caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING <br />SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND <br />USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF LOT 9, BLOCK 3 OF THE LINDSEY AND HARVEY ADDITION, <br />LOCATED AT 217 MOORE STREET, FROM "D" (MULTIFAMILY) TO "c" (COMMERCIAL). <br /> <br />Mr. Breihan moved the Ordinance be approved on first reading. Mr. Hansen seconded the <br />motion, which passed unanimously. <br /> <br />I <br /> <br />The Mayor opened a Public Hearing to consider a re~uest for a change in the zoning of <br />8.849 acres out of the J.M. Versmendi League Number One from "c" to "I". Gene Majors, <br />attorney for the applicant J.A. Cauthorn Enterprises, Inc., was present to request <br />the change. Mr. Majors informed the Council that the proposed use was for a light <br />industry, non-polluting, to be built on that part of the tract directly behind Mundens <br />and the motor company. Mr. Sutton stated that he would object only if the mar~facturin, <br />company dealt with dangerous materials which might pose a threat to surrounding propertJ, <br />and persons. Mr. Majors pointed out a portion of the zoning ordinance which I'e~uired <br />a special permit for businesses of that nature. Mayor Arredondo ~uestioned the desirab <br />of spot zoning since the property in ~uestion was near a residential neighborhood. <br />Mr. Majors ~oted that most of the nearby property was in commercial use. Dr. Craddock <br />andsStanil:<,ytSo:ssom, representing the Planning and Zoning Commission, both objected to <br />zoning more property industrial when industrial zones had already been approved and the' <br />City was engaged in a cooperative effort to develop those areas. Mr. Apolinar Mendoza" <br />owner of property within 200 feet of that property in ~uestion" came before t:~e Council <br />to state that the people in the adjacent residential neighborhood were generally opposef <br />to rezoning the property industrial since some industrial uses would destroy the ~uiet <br />and safety of their neighborhood. Mr. Breihan asked the City Attorney to evaluate the <br />
