Nelson <br /> <br />Also present: Gilbert Tenorio; Sandra Teniente; James C. ~arnell; John Morrisset; <br />Harris Koch; Julius Sadowsky; Johnny Diaz; James Leffingwe~l; Terry <br />Roberts; Jake Krauskopf; Jerri Martin; Allen King; Pat Black; Larry <br />Carlson; Gary Bond; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mr. Arredondo issued a proclamation in observance of Action for Foster Children Week. <br /> <br />The Minutes of the Recessed Regular Meeting held May 6 and the Regular Meeting held <br />May 9 were approved on motion of Dr. Craddock and second of Mr. James. <br /> <br />I <br /> <br />Mr. Cavazos moved that the meeting regularly scheduled for May 30 (Memorial Day" <br />observed as a city hOliday) be cancelled. Dr. Craddock seconded ,the motion, which <br />passed unanimously. <br /> <br />-..,' <br /> <br />James C. Varnell, representing consulting engineers' Forrest & Cotten, came before the <br />Council with 60% plans on the sidewalksimprovements in the Central Business District. <br />Mr. Varnell expla.ined that the contemplated imppovements included a sidewalk on the <br />lower level of the north side of Hopkins Street, with steps and ramps to the upper <br />level sidewalk now in existence, minor improvements to the upper level walk to ::acilitate <br />use by the elderly and handicapped, storm drainage pipe, placement of utilities in alley <br />from the intersection with the east/west alley to Hopkins' Street underground, and a <br />modular sign system for all street and Texas Highway Department signs for uniformity <br />and to reduce the cluttered current arrangement~ Mr. Varnell estimated the total cost <br />of the improvements to be about $125,000; $lBYqDOO is budgeted in the Community Developme, <br />budget. He further reported that the engineers were hopeful that there would be enough <br />left in the budget to finish proposed improvements' on the square. Garden clubs have <br />offered to assist in the planting of the proposed green areas defining the parking area <br />on Hopkins and Mr. Varnell said the San Marcos Telephone Company anticipated being able <br />to fund the expenses incurred in the relocation of their utilities. He said the expense <br />of placing the LCRA utilities underground would have to be borne by the City. Dr. Craddol <br />moved the 60% plans be approved. Mr. Breihan seconded the motion, which passed <br />unanimously. <br /> <br />I <br /> <br />Mr. Arredondo introduced for consideration the presentation of a staff report on the <br />Public Safety Organization. The City Manager explained that the Fire and Police depart- <br />ments had participated in a seminar composed of supervisory personnel from both <br />departments meeting to solve some of their departmental problems. Mr. Baugh e}~lained <br />the report was of an interim nature and the Council would be later asked to ~PI)rove <br />more definite policies and ordinances. The report was presented by Director of Public <br />Safety W.R. Nelson. Mr. Nelson told the Council that the recommendations from the <br />seminar included the establishment of a full-time crime and fire prevention te!Ull and <br />a reserve unit cross-trained to assist both departments. He also mentioned the county's <br />participation in funding the fire department's response to calls outside the city limits <br />The Council discussed the possibility of requesting more assistance from the county in <br />that area. Mr. Breihan suggested the entire Council meet with Hays County CODDllissioners. <br />
