The Minutes of the May 14 meeting were approved as presented on motion of Councilman King and second of Councilman Tauch. The Mayor reported the appointment of Doriss Hambrick as City Secretary, effective July 1, 1973; a decision made by the Council in the Executive Session held May 2. The Mayor opened a public hearing to consider a change in zoning of Lots 5, 6 and 7 in Block 4 of the Dan McKie Second Addition, located at 403 S. L.B.J. Drive, from "c" to "C-2". Andrew Gary, legal counsel for applicant Sharon Chiu, stated that terms of the lease stipulated that the serving of alcoholic beverages would not be permitted unless a bona fide restaurant was operated on the property. Mr. Gary contended that the location was suitable for "C-2" zoning, conforming to applicable laws, and pointed out the Planning and Zoning Commission's recommendation that the zoning change be granted. The Reverend David Chavez, pastor of El Buen Pastor Methodist Church located adjacent, came before the Council with a statement reflecting the objections of his congregation to the sale of alcoholic beverages at that location. The Mayor closed the public hearing and read the caption of an ordinance as follows: I AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 5, 6 AND 7 IN BLOCK 4 OF THE DAN McKIE SECOND ADDITION, LOCATED AT 403 SOUTH L.B.J. DRIVE FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL).
