The Reverend Alphonso Washington gave the Invocation. The Minutes of the regu I ar meet i ngof September 25 were approved as presented on moti~nof Councilman King and second ~f Councilman Tauch. The Minutes of the Executive Session of September 29 were approved as presented on motion of Councilman King'.and second of Councilman Etheredge, with Mr. Yarbrough abst~ining due to his absence at the meeting. The Minutes of the special meeting of October 2 were approved as presented on motion of Mr., Etheredge and second of Dr. Tauch with Mr. Yarbrough abstaining. I The Mayor opened a Publ ic Hearing to consider a change in zoning on Lots 76 and 77 in the A,M. Ramsay Addition from riM" (mixed) to "C-2" (establ ishments other than restaurants which dispense liquor, wine or beer for on premise consumption). The Mayor asked if there were any persons wishing to speak in favor of the requested change. There was n~ response. The Mayor asked if anyone wished to speak in opposition to the requested change. Attorney Charles Ramsay, repre- senting Mrs. Farris Hunter, mentioned petitions (see attached) presented by residents of the area protesting the proposed change which they felt would not add to the betterment of the neighborhood, Othe~ pers~ns speaking in protest were Mrs. Hunter, Mrs, Jose Vasquez~ and Mr. M.iguel Hernandez. There being no further discussion the May~rd~clared the Publ ic Hearing closed. The Mayor .,introduced an ordinance and read the following caption: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE.WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 76 AND 77 OUT OF THE A,M. RAMSAY ADDITION, lOCATED AT THE CORNE~ OF THIRD AND SEGUIN ST~EETS, FROM "M" (MIXED) TO "C-2" (COMMERCIAL).
