<br />The Mayor called the meeting to order In the Assembly Room of the
<br />Library at 7:30 p.m.
<br />
<br />Council~an Yarbrough gave the Invocation.
<br />
<br />The Minutes of a regular meeting, March 22, were. approved as
<br />presented, on motion of Mr. Zavesky and second of Mr. Yarbrough.
<br />The Minutes of a special meeting, March 31, were approved as
<br />presooted, on motion of Mr. Yarbrough, and second of Mh. Zavesky,
<br />
<br />The Mayor reported that Candidate for Place 4 Henry Silva Cruz
<br />had requested a recount of votes for that Place, in the April 6
<br />Election. He stated that a Recount Committee composed of Mr,
<br />Celestino Mendez, j r., Chairman, Dr. C, E. Burnett and. Mr. Houston
<br />Marney had conducted the Recount that d~y, with the result that
<br />Mrs. Frances D. Emery was declared the winner of Place 4. The
<br />Report of the Recount Committee is attached .and made a part of the
<br />Minutes.

<br />The Mayor announced a Run-off Election on May 4, 1.971, to determine
<br />the winner of Place 5.

<br />The tity Attorney administered the Oath of Office to Guillermo
<br />De La Rosa, Place 2 , and Frances D.< Emery, Place .4,,* The Oaths
<br />of Office are attached as a part of the Minutes.
<br />
<br />Mr, Flores moved that Councilman Yarbrough be named Te~porary
<br />Chairman for the purpose of electing a Mayor. Mr. King seconded
<br />the motion, and on roll call, the following vote was recorded:
