Maddox, <br /> <br />The Mayor called the meeting to order. He explained the purpose <br />of themeetins,amd outlined "sround rul,es" for, the public hearings. <br />Mr. Yarbrougb asked that the petitioners confine their remarks to <br />thirty minutes. and ~tated the opponents would be given a like time. <br />The petitioner would be limited to five minutes for rebuttal before <br />close of the public hearing. <br /> <br />The Mayor opened the first public hearing. He called on <br />Mr. J.N. Holmes to present his requ~st for a change of zoning on <br />1.42 acres of land in the H.B. Jones first Addition. from "R-l" <br />(sinsle-family residential) to "D" (rnulti-family). He referred to <br />the letter previously written to the City, see attached, in which <br />he explained the reasons for his request'. Councilman Kins enquired <br />about the location of water and sewer service. Mr. Holmes said he <br />had been told it was aVClilable. Councilman Etheredge .asked if sale <br />of the property was contingent upon a change of zoning. Mr. H.A. <br />Holmstrom, recognized by the Mayor, said he had agreed to buy the <br />tract, if rezoned for apartments, and had arranged for financing. <br />Mrs. Emery asked if there had been opposition to,the change at the <br />Planning & Z.oningpublichearing. He' replied in the negative. <br />Mr. Holstrom explained his plans for the apartments and showed <br />architect's drawings ,to illustrate. <br /> <br />There being no opposition voi.ced, the Mayor closed the public hearing. <br /> <br />The., Mayor opened the second public bearing at 7:55 p.,m. and called <br />on Mr. Garland .stokes to present his request for change of zoning <br />in Section "D" of Hughson Heights, First Addition as follows: <br />Lots 6 & 25, from "R-l" (residential) to "R-2" (duplex); and Lots <br />7 thru 24, from "R-l" to "D" (multi-family). <br /> <br />Mr. Stokes bave background information on development of the <br />
