Tidwell, Harris Koch, <br />Jerry Martin, Lanny Cravy <br /> <br />The Mayor called the meeting to order at 5:00 p.m. <br /> <br />Mr. Serur introduced an Ordinance and read the following caption: <br /> <br />I <br /> <br />AN ORDINANCE ORDERING AN ELECTION TO BE HELD IN THE CITY OF <br />SAN MARCOS, TEXAS, oN APRIL 7, 1970, FOR THE PURPOSE OF SUB- <br />MITTING TO THE QUALIFIED VOTERS, FOR ADOPTION OR REJECTION, <br />AN AMENDMENT TO THE EXISTING CHARTER TO PERMIT THE VOTERS TO <br />DIRECTLY ELECT THEIR MAYOR; ENACTING PROVISIONS INCIDENT TO <br />AND RELATING TO THE PURPOSE OF THIS ORDINANCE; AND DECLARING <br />AN EMERGENCY <br /> <br />Councilman Dannelley moved its adoption. Councilman Flores <br />seconded the motion. <br /> <br />The Mayor invited comment from Councilmen, members of the Charter <br />Commission who had been invited to attend, and visitors. <br /> <br />Dr. Craddock said: " Irrespective of the merits or demerits of <br />the question, I am o'pposed to amending the constitution by emerg- <br />ency ordinance.1T <br /> <br />Dr. Alfred Borm, spokesman for the Hays-Caldwell New Democratic <br />Coalition, spoke in support of direct election of the Mayor, but <br />stated his organization opposed veto power for the Mayor. Speak- <br />ing as an individual, he said he felt the action was being taken <br />"much too suddenly - no one can claim this is an emer'g,l'ncy". <br /> <br />I <br /> <br />Dr. TidwelL speaking as a member of the Charter ConimiSsion of <br />1966-67, voiced opposition to the principle of direct election <br />of the Mayor, and also, to the emergency clause of the ordinance. <br /> <br />Councilman Flores said it was necessary to pass the ordinance as <br />an emergency, in order to get the proposition on the April 7 ballot, <br />and save the expense of a special election. He stated he had no <br />personal interest in the issue and added:"I have no ambition to <br />run for Mayor". <br />
