Smi th <br /> <br />Councilmen: <br /> <br />Emmie ~raddock, Ph.D. <br />Luciano .H. Flores <br />Ross King <br />Herbert A. Yarbrough, jr. <br />Jerry Zavesky <br /> <br />I <br /> <br />City Manager <br />City Secretary <br /> <br />Richard G. Bean <br />Dorothy O. Worrell <br /> <br />Absent: <br /> <br />Councilman <br /> <br />Frank Contreras, jr. <br /> <br />Visitors: <br /> <br />Chandler McCoy, Texas State. Health <br />Department; Jesse Ward, State of <br />Texas, Department of Public Safety; <br />Jim T. Brown, Executive Director, <br />Urban Renewal Agency of San Marcos <br /> <br />The Mayor called the meeting to order at 8:00 a.m. <br /> <br />I <br /> <br />Mr. Smith explained the purpose of the special meeting as <br />consideration of certain Resolutions to be used as attachments to <br />the City's application for Federal financial assistance u~der the <br />Federal Disaster Act (Public Law 875, 81st Congress). The Mayor <br />introduced and read aloud a Resolution authorizing City Manager <br />Richard G.Bean~to,act for the City. Mr. Zavesky,move~ approval <br />of the Resolution. Dr. Craddock seconded the motion and on roll <br />call, the following vote was recorded: <br /> <br />AYE: Craddock, Flores, King, Smith, Yarbrough, Zavesky <br />NAY: None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br /> <br />The Mayor introduced and read a second Resolution, to be attached <br />as "Exhibit A" to Application No. Tex-875-12 (70). Dr. Craddock <br />moved approval of the Resolution. Mr. Zavesky seconde~ the motion <br />and on roll call, the following vote was recorded~ <br /> <br />AYE: Craddock, Flores, King. Smith, Yarbrough, Zavesky <br />NAY: None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br /> <br />Copies of the Resolutions are attached as a part of the Minutes. <br /> <br />I <br /> <br />The Mayor reported to the Council that the City Secretary h,ad been <br />served with a Citation by the Sheriff on June 30. The Citation <br />called for a written answer within twenty days to Petition of Plamttiff, <br />Raymond E. Thomas. The Mayor reminded the Council that this action <br />had grown out of the annexation of land owned by Mr. Thomas, on which <br />he had started development of a mobile home park. The land so aonexed <br />comes into the City zoned "R-single-family residential", which does <br />not permit mobile homes. The Plaintiff contends he is entitled to <br />non-conforming status. Mr. Smith said the Citation had been referred <br />to the City Attorney. A copy of the Citation and Petition is attached <br />as a part of the Minutes. <br />
