159 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 24, 1975 Present: Mayor Emmie Craddock Councilmen Ted Breihan William L. Cunningham Bill Dibrell Luciano H. Flores John Hansen Kenneth E. Sutton I City Manager City Secretary City Attorney Director, Finance Director, Public Works James B. Baugh Doriss Hambrick Tom Akins Earl T. Williams William Friedrich Also Present: James Broussard; B. F. Davidson; Stanley C. Hughson; Charles Caffey; Frank Arredondo; Laura Roberts; Mrs. William Pool; Jerri Martin; Melissa Millecam; Rowe Ray; Terry Roberts; and others. The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting of February 10, 1975, were approved on motion of Mr. Sutton and second of Mr. Hansen. The Minutes of the Special Meeting of February 17, 1975, were approved on motion of Mr. Sutton and second of Mr. Hansen. I The Mayor introduced a Follow-Up Order authorizing the issuance of Certificates of Obligation No.9, 10, 11 and 12 in the amount of $20,000, total, and cash in the amount of $970, to Bohlmann, Incorporated, for claims incurred in the construction of the new city hall. Mr. Sutton moved approval of the Ordinance as an emergency. Mr. Hansen seconded the motion, which passed unanimously. The Mayor introduced an Ordinance and read the caption as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ZONING FOR TRAFFIC AND RATE OF SPEED THEREIN, ON S.H. HIGHWAY 123 IN THE CITY LIMITS OF THE CITY OF SAN MARCOS; DEFINING SPEEDING AND FIXING A PENALTY THEREFOR; DECLARING WHAT MAY BE A SUFFICIENT COMPLAINT IN PROSECUTIONS HEREUNDER; WITH A SAVING CLAUSE REPEALING CONFLICTING LAWS AND DECLARING AN EMERGENCY. Mr. Dibrell moved approval of the Ordinance, as an emergency. Mr. Cunningham seconded the motion, which passed unanimously. The Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CERTIFYING THAT RIGHT-OF-WAY FOR LOOP 82 IN SAN MARCOS HAS BEEN ACQUIRED ACCORDING TO APPLICABLE FEDERAL AND STATE LAWS. Mr. Hansen moved approval of the Resolution. Mr. Cunningham seconded the motion, which passed unanimously. I The Mayor read the caption of ac,Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AND ACCEPTING DEDICATION OF WATER AND SEWER LINES AND ATTENDANT EASEMENTS LOCATED IN SUNSET ACRES ADDITION OF SAID CITY. Mr. Sutton moved approval of the Resolution. Mr. Flores seconded the motion, which passed unanimously.
