70 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 28, 1975 Present: Mayor Emmie Craddock Councilmen Frank T. Arredondo Ted Breihan I Luciano H. Flores John Hansen Kenneth E. Sutton City Manager James B. Baugh City Attorney Tom Akins City Secretary Doriss Hambrick Director of Finance Earl T. Williams Director of Public Works William T. Friedrich Absent: Councilman Bill Dibrell Also present: Charles Suckle; Mr. & Mrs. Harry McClung; Paul Rodriguez; .B.F. Davidson; Shirley Wickersham; Mr. & Mrs. C.D. Marshall; Terry Roberts; Melissa Millecam; Juan Palomo; Albert Sierra; Jim Cunningham; Albert Walker, Jr.; and others. The Mayor called the meeting to order at 7:30 p.m. I The Minutes of the Regular Meeting held July 14, 1975, were introduced. for consideration. Mr. Sutton requested they be amended with regard to the discussion described on page three, paragraph 6 about the extension of Peter Garza Street, to show that the Council favored the building of the street, but the nature of the street to be built had yet to be decided. Dr. Craddock moved the Minutes be amended as Mr. Sutton requested. Mr. Breihan seconded the motion, which passed unanimously. Mr. Sutton moved approval of the Minutes, as amended. Mr. Hansen seconded the motion, which passed unanimously. Mr. Breihan requested a Special Meeting be scheduled for Monday, August 4, at 7:30 p.m. to further discuss and possibly take action on the street in question. Mayor Craddock announced that two City employees, Mr. Steven Bauernfeind and Mr. Raul Rodriguez, had completed an American Public Works Association training course, and presented a certificate of completion to Mr. Rodriguez who was present. The Mayor opened a Public Hearing to consider a request for a change in zoning of approximately 2.16 acres out of the J.M. Veramendi League Number Two, from "c" to "K-l". The applicant, Jack Welge, was not present. Mr. Charles Suckle, representative of the Planning and Zoning Commission, was present to state that the Commission recommended the change. There were no objections presented. The Mayor closed the hearing and read the caption of the Ordinance as follows: AN ORDINANCE AMENDING SECTION. 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION. AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF APPROXIMATELY 2.16 ACRES OUT OF THE J.M. VERAMENDI LEAGUE NUMBER TWO (THE SOUTHWEST CORNER OF THE WELGE 20-ACRE TRACT) LOCATED BETWEEN LOOP 82 AND 1]IILAND ROAD, FROM "c" (COMMERCIAL) TO "R-l" (SINGLE FAMILY RESIDENTIAL). Mr. Hansen moved approval of the Ordinance on first reading. Mr. Arredondo seconded the motion, which passed unanimously. I The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE.. CITY OF SAN MARCOS, TEXAS, SUSPENDING THE ENFORCEMENT OF THAT CERTAIN ORDINANCE NO. 1974-13, KNOWN AS THE MOBILE HOME PARKS ORDINANCE AND REQUIRING MOBILE HOME OWNERS TO COMPLY WITH APPLICABLE PROVISIONS OF THE SOUTHERN STANDARD PLUMBING CODE, 1975 EDITION AND THE NATIONAL ELECTRICAL CODE, 1975 EDITION FOR THE DURATION OF SUCH SUSPENSION; AND DECLARING AN EMERGENCY. The City Attorney suggested the Council delete the words "the connection of" from line two of Part 2 of the Ordinance. Mr. Hansen moved approval of the Ordinance, as amended, on emergency basis. Mr. Flores seconded the motion, which passed unanimously.
