<br />REGULAR ThffiSTING SEPTEThlliER 22, 1954 <br /> <br />31 <br /> <br />C,., <br /> <br />On this the 22nd day of September, 1954, A. D., the 'City Council of <br />the City of San Marcos met in a regular meeting held at the City Hall in <br />San Marcos at 2:00 P. M. with the following members present and participa- <br />ting: <br /> <br />Frank E. Dietterich, Mavor <br />S. R. Beecroft, Alderman <br />Coy De Viney, Alderman <br />Harold G. Smith, Alderman <br />Calvin K. Allen, Alderman <br />Frank D. Hill, Jr., Alderman <br /> <br />I <br /> <br />Others present: <br /> <br />W. G. Barbee,' Executive Secretary, W. A. 5-111all, Herbert Nix <br /> <br />A quorum being present, Mayor Dietterich called the meeting to order <br />and the following transpired: <br /> <br />There was a discussion on the callinG for bids on the park bonds. <br />Mr. Small of Russ & Co., San Antonio, Texas, agreed to handle the matter. <br />Mr. Small stated that the City could do any of the work on tiLe park, if <br />the necessary equipment was available. 'It is not required that the City <br />call for bids on the work. <br /> <br />II <br />I . <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />Alderman De Viney then stated that the Park Board held a meeting on <br />Sept. 21, and had made a list of the things to be done on the park. Mr. <br />~1ix then met with the Council to discuss the seven items listed by the <br />Park Board. The first suggestionwas.that the survey be made of the site <br />and laying out and staking every item. He suggested that the city do <br />work on streets and parking areasp and that contraeting'for pipe needed <br />to water the entire park be done and that city crews do the actual laying <br />of the pipe. It was also suggested that a recreation center building <br />be constructed near tue river, and that i:inprovements be made to the <br />Little League and ponJi League Parks. Mr. Nix also stated,that the Park <br />Board suggested that a bridge be built over the river at ,Hutchison St. <br />and that the present one be left for use asa foot bridge, and that the <br />Austin Engineering Firm of Montgomery and Williams be retained to work <br />,where outside assistance in engineering is needed in connection with <br />the park. The Park Board also suggested that the river swimming facilities <br />be improved. It was stated that the Negroes had asked that they be given <br />a swimming pool in the park. Mr. Nix stated that theI!1l is a nice place <br />in the south end of the park that woUld be a good place for a swi@ning <br />pool. ,Ie asked that the old sewer plant be destroyed, and that the wood <br />and sheet metal be saved to be used in building picnic shelters in the <br />park. Someone suggested that Mr. Rudy Tushek be asked if he would do the <br />staking and blueprintin& of the streets and parkways. Mr. De Viney <br />made a suggestion that J'ilr. Beecroft be appointed to speak to Jilr. Tushek <br />about the matter. <br /> <br />Thel'e was a discussion' on what is to be done vii th the ~:;20, 000 .00 that <br />was left over from the 0155,000.00 bond issue. Mr. Barbee stated that <br />sewer is needed in the Millvlew'Addition. A number of customers could be <br />tied on by laying the line in that section. <br /> <br />The Council then discussed the side walk that will run along the golf <br />course for the children at the new school. It \ms agreed that the school <br />board be asked to get permission from Paul Rogers to build'the sidewalk <br />along his property and to erect a fence along the sidewalk, before any <br />further work is done on the sidewalk. <br /> <br />I <br /> <br />There was a discussion about the new school that is to be built, <br />outside the city limits. The COUl1cil agreed that it is not the City's <br />respomJibili ty to furnish ft!lilities to the school as theCi ty of San l\iarcos <br />and the Independent School District are two separate political groups. <br />The City Secretary was instructed to write to John Smith, President, <br />Joe Hutchison and members of the school board., stating that the City has <br />no obligation to furnish them with u1ilities. <br /> <br />Mr. ?enningtonhas asked that the City lend a maintainer to the <br />Airport cOlllinittee on weekends so that a runway could be le~ed. It was <br />the decision of the Council that Mr.' Pennington be asked to see the County <br />first and. if he has no results there, then the City may do something to <br />help the~il out. <br /> <br />Mr. Barbee then stated that il. E. Butt plEh'1.s to build an H. E. B. <br />Food store on 3. Austin st. 1~. Butt would like to know if it wo~ld be <br />possible for him to build his store 18 ft. bac,,: fpom the street and to <br />curve the curb so that it will go in front of his store.
