<br />REGULAR MEETING MAY ll, 1955 <br /> <br />On this, the 11th day of May, 1955,A.'D., at 2:00 P. M., the City <br />'Council of the City of San Marcos, 'Cexas, met in a regular meeting at <br />the City Hall, with the following members present and participating: <br /> <br />j1.. <br /> <br />Frank E. Dietterich, Mayor <br />Coy De Viney, Alderrr~n <br />S. R. Beecroft, Alderman <br />~'i'rank D. Hill, Jr., Alderman <br /> <br />Absent were: Calvin M. Barbee Ann Ziemke <br /> <br />A qUOY~ being present, the Mayor called the meeting to order and <br />the following transpired:. <br /> <br />Mr. W. E.,. Rowland met with the Council to discuss a right-of-way <br />to his land. Mr. Rowland stated that he owns approximately one acre of <br />land, located on the east side of HWJ7. 81, and that the only way to reach <br />his land is to go tr..rough the Oi ty I S property or othe r neighbors f property. <br />He asked that the City grant him an easement across its DroDerty in order <br />that he might have a road to his land. Alderman De Viney suggested that <br />the City give Mr. Rowland permission to cross its property but that no <br />easement be given. Mr. Rowland stated that he would rather use the land <br />on the South fence line of the sewer plant property as a way of entering <br />his property. It was also mentioned that a fence now exists across this <br />land. Mr. Howland said he would build a gate in the fence in order that <br />people could get in and out. The Council unanimously agreed to give <br />Mr. W. B. Rowland permission to cross the road and City property in order <br />to reach his own land, until such time as the Council sees fit to dis- <br />continue this permission and that the Ci ty would not build any gate, <br />cattle guard or other type of entrance-way. The Council unanimously <br />reject:ed Mr. Rowland's request for an easement. <br /> <br />I <br /> <br />A Lions Club Cornmi ttee met with the Council to 6iscuss the Little <br />League Ball Park which is located 'in the City Park. They stated that <br />the ball park is in need of repair and the Lions Club ~eels that they <br />nee6 financial help in making these repairs. It was brought forth that <br />since more children are participating, more bleachers are needed and <br />the old ones need repairs. ']'he pre sent back-stop is rotting and the <br />fence, which was built two years ago, is in need of repair and a fresh <br />?oat of paint. The Committee stated that it would cost approximately <br />$900.00 to put the baseball park in good condition. The Council then <br />suggested that the Lions Club Co~mittee meet with the Park Board, after <br />which it could make its reco~mendation to the Council. <br /> <br />Mr. Barbee stated that Cullen Crews, Peyton Thomas, andM. W. Scho- <br />field had agreed to work on the Equalization Board. Alderman Beecroft <br />made 'a motion that they be appointed asmembers of the Equalization Board. <br />Alderman Hill seconded the motion. A vote was taken which resulted <br />unanimously in favor of the motion. <br /> <br />.'rhere was a short discussion on.hiring 8l1other fireman. Alderman <br />Beecroft made a motion that Willie F. Cox be hired as fireman to start <br />work on June I, 1955, at 2~200.00 per month. Alderman Hill seconded the <br />motion. A vote was taken which resulted unanimously in favor of the <br />motion. <br /> <br />I <br /> <br />Mr. Barbee then stated that more air conditioners are needed in the <br />City Hall. He told the Council t:1-athe had' reeei ved one offer for ' <br />1 ton units with thermostat control at ~)287 .95, including il'tstallation. <br />Alderrnan De Viney made a motion that two air conditioners be purchased <br />for the police and Fire Departments. Alderman Beecroft seconded the <br />motion. A vote was taken which resulted unanimously in favor of the motion <br /> <br />It was stated that Mrs. Johnson .nas made a complaint about dogs <br />running loose in San lVIarcos. The Council agreed that something should <br />be done about dogs without tags rUlli1-ing loose. It was suggested that <br />our present dog ordinance be studied, and, if necessary, be amended to <br />cover a dog catcher and a dog pound. Mr. Allbright, Chief of POlice, <br />was instructed to talk to Ernest Morgan, City Attorney, about a dog <br />ordinance covering a doS catcher and pound. <br /> <br />Mr. Allbright told the 60uncil that, now that the town is growing, <br />
