REGULAR MEETING SEPTEMBER 7, 1955 ®� <br />On this, the 7th day of September, 1455, at 2:00 o'clock p.m., the <br />City Council of the City of San Marcos, met in a regular meeting at the <br />City Hall in San Marcos, Texas, with the following members present and <br />participating: <br />Frank E. Dietterich, Mayor <br />Coy De Viney, Alderman <br />Frank D. Hill, Jr., Alderman <br />Harold G. Smith, Alderman <br />S. R. Beecroft, Alderman <br />Absent: C. M. Allen, Alderman <br />' Others present were: <br />W. G. Barbee C. V. Carson Rodgers Storey Walter Buckner <br />Ernest Morgan Noble Field J. R. Wilhelm <br />A quorum being present, the meeting was called to order by Mayor <br />Dietterich, and the following transpired: <br />Mayor Dietterich presented to the City Council a letter addressed to <br />him by Mr. Ceasar Cone, Treasurer of Cone Mills Corporation, under date <br />of August 25, 1955, and a letter addressed to Alderman Calvin M. Allen <br />by Mr. Cone under date of August 30, 1955, together with an article <br />appearing in AMERICA'S TEXTILE REPORTER, entitled "Administration Stymied <br />in Efforts to Solve Cotton Surplus Problem." <br />The problems incident to, the delay in the construction program of the <br />Cone Mills Corporation were fully reviewed. <br />Thereupon, Alderman Frank D. Hill, Jr., offered a motion that the <br />City Council of the City of San Marcos and the City of San Marcos do <br />accept, conditionally, the proposal made by the letter above mentioned <br />addressed to the Mayor, whereby it was proposed that Cone Mills Corporation <br />was willing to reimburse the City for all funds which had been expended <br />by the City in extending its water and sewer lines to a site which had <br />' been selected and purchased by that Corporation for the construction of <br />its plant; and that the City do not at this time accept reimbursement <br />for such expense, but that it delay any settlement with Cone Mills <br />Corporation concerning such matters for a period of one calendar year <br />from October 1, 1955, at which time the then governing body of the City <br />would again review and evaluate the situation then confronting the textile <br />industry as a whole, and the Cone Mills Corporation in particular: provided; <br />however, that, if the property purchased by Cone Mills Corporation as a <br />site for its proposed plant near San Marcos is sold within said period of <br />one year, said Cone Mills Corporation will, at the time such sale is <br />consummated, pay to the City of San Marcos the sum of $16,515.80, estimated <br />to be the actual cost of extensions and improvements installed by the City <br />for the purpose of serving the uses and purposes of Cone Mills Corporation; <br />and provided, further, that the Mayor of the City of San Marcos do <br />transmit to Cone Mills Corporation, at Greensboro, North Carolina, a <br />certified copy of this order, with the request that said Corporation do <br />advise the Mayor of the City of San Marcos with respect to the acceptabilit; <br />of the proposal reflected by this order, <br />Alderman Harold G. Smith seconded the motion, and, thereupon, all <br />Aldermen present voted unanimously in f avor of the adoption of said <br />motion, and the Mayor declared same to be duly adopted; and it is <br />ordered of record in the minutes of the City Council. <br />A copy of the order follows these minutes and is a part hereof. <br />There was some discussion on the method of determining the amount <br />spent on the Cone Mills project. Alderman Smith made a motion that the <br />Council employ V. E. Klossner, who is a C.P.A. in San Marcos, to audit <br />this account to arrive at a final figure and to present it for the <br />Council's approval. Alderman Beecroft seconded the motion. A vote was <br />taken which resulted as follows; <br />Ayes: _Alderman Smith and Alderman Beecroft <br />Noes: None <br />Alderman De Viney and Hill did not vote, therefore, the motion did not <br />carry — <br />Noble Field suggested that the City Council send all the informatio n <br />concerning the Cone Mills situation to the Senators and Representatives. <br />
