<br />On this, the 11th day of January, 1956, at 2:00 p.m., the City Council of the
<br />City of San Marcos met in a regular meeting at the City Hall in San Marcos, with
<br />the following members present and participating:

<br />A quorum being present, the meeting was called to order by Mayor Dietterich,
<br />and the following transpired,
<br />
<br />Miss McKie, Mrs. Syers and Mrs. Blair, of the Cemetery Association, met with
<br />the Council to make a suggestion that might help to determine whether or not a
<br />certain area of the Cemetery could be offered to the Latin Americans for their
<br />cemetery. Mrs. Syers stated that the Cemetery Association suggested that the West
<br />Side of the Cemetery be offered to the Latin Americans, as it was a beautiful
<br />and desirable area as a cemetery. Mrs, Syers stated that the older section of the
<br />cemetery is almost completely filled. The cemetery maps were studied by the
<br />Council. which brought forth the matter of the street which now runs through the
<br />cemetery. Mrs. Syers stated that this street is being used frequently which is
<br />undesirable. She stated that there is an old abandoned street which runs around
<br />the cemetery and suggested that, if possible, it would be much nicer if the street
<br />which runs through the cemetery could be closed and the old street could be opened
<br />and repaired for use. Alderman Beecroft made a motion that Charles Bass, W. G. Bar-
<br />bee, Willard Pennington and A. Y. McWilliams be appointed to work on this matter.
<br />He suggested that this committee choose a certain area, working, of course,
<br />with the Cemetery Association, which it thinks suitable to offer to the Latin
<br />Americans to be used as their cemetery, and that this recommendation be made to
<br />the Council at a later date. If it is necessary, the Council will then take action.
<br />Mr. Beecroft also suggested that this committee try to determine if a street could
<br />be opened around the cemetery in order to close the ane which runs through the
<br />cemetery. Alderman Allen seconded the motion. A vote was taken which resulted
<br />unanimously in favor of the motion.

<br />Mr. R. L. Lightfoot met with the Council to discuss his sub-division, which
<br />is outside the city limits. He presented a drawing of the sub-division and stated
<br />that he is in great need of water. He stated that some years ago, he had had a
<br />plat of a part of his sub-division approved by the Council. He now wishes to
<br />develop the rest of his property and would like to get water to this section.
<br />Mr. Barbee told the Council that Mr, Lightfoot has never presented a plat of
<br />the area to which he wants water furnished. Mr. Barbee stated that earlier
<br />he had written to Mr. Lig~tfoot, telling him that he could not get water until he
<br />had presented a plat to the Council and said plat had been approved. He had
<br />told Mr. Lightfoot that as soon as he presented a plat complying with all specifica-
<br />tions and requirements on water and streets, as set forth in the City of San
<br />Marcos Sub-Division Ordinance, he would be furnished with water. The Council
<br />then advised Mr. Lightfoot that water could not be furnished to this area until
<br />he had presented a plat of such property and said plat is approved.

<br />Mr. Stoner of the Stoner Appraisal Co., San Antonio, Texas, reported to the
<br />Council that he had completed his property valuation survey oh properties which will
<br />have to be purchased for Hwy. 81 right-of-way, He stated that the total was
<br />$396,655.00. There was some discussion on the purchasing of the right-of-way.
<br />Mr. Stoner stated that he will be glad to work with the person or persons appointed
<br />to purchase the right-of-way. Alderman Allen made a motion that the Council take
<br />no action on the highway right-of-way until each property valuation can be reviewed
<br />individually at a Closed meeting of the Council. Alderman Hill seconded
<br />the motion. A vote was taken which resulted unanimously in favor of the motion.
<br />The Council decided to meet on Thursday, January 19th, to discuss this matter.
<br />
<br />Mr. Ernest Morgan, City Attorney, presented copies of the brief which C, C.
<br />Holt's lawyers had presented. Mr. Morgan asked if the Council wished for him to
<br />have the City's brief printed in booklet form. Alderman Allen made a motion that
<br />Mr. Morgan be authorized to have the brief printed and that he be given authority
<br />to have any such items taken care of without the Council's further consent.
<br />Alderman De Viaey seconded the motion, A vote was taken which resulted unanimously
<br />in favor of the motion.
