<br />I <br /> <br />I <br /> <br />I <br /> <br />16' <br /> <br />REGULAR MEETING MARCH 28, 1956 <br /> <br />Orl this, the 28th day of March, 1956, at 2:00 p.m., the City Courlcil of the City <br />of San Marcos, Texas, met 1.n a regular meeting at the City Hall in San Marcos with the <br />following members present and participating: <br /> <br />Frank E. Dietterich, Mayor <br />Coy De Viney, Alderman <br />S. R. Beecroft, Aldermarl <br />Frank D. Hi 11, Jr., Alderman <br />Harold G. Smith, Alderman <br /> <br />Absent: Calvin M. Allen, Alderman <br /> <br />Otbers present: W. G. Barbee Ann Ziemke Bill Gulledge Harold Legge <br /> <br />A quorum being present, the meeting was called to order by Mayor Dietterich, <br />and the following transpired: <br /> <br />Mr. Bill Gulledge and Harold Legge met with the Council to discuss the progress <br />which has been made on Highway 81 right-of-way purchase. Mr. Legge stated that he <br />had encountered some di fficut ty in obtaining the original footages on some of the <br />properties. Mr. Legge asked if it might be possible for Ernest Morgan, City Attorney, <br />to obtain the necessary documents to determine the footages. Mr. Legge also stated <br />that he will ne",d copl",s of aJ 1 leases where the property has been leased. He <br />stated that he believes it will be easier for a City official to obtain these than it <br />would be for him to get them. Approximately 8 leases are needed. Mr. Gulledge <br />and Mr. Legge stated that they will ~robably be able to talk actual figures around <br />April 15th to 23rd. They requested that the City Attorney have the options available <br />in the near future. They also requested that the City Council hire a negotiator <br />to continue in the Highway 81 right-of-way purchase. They made one suggestion to <br />the Council, Mr. Will Campbell, but of course left the decision up to the Council. <br />Mr. Leggp stated that he has found a very active market in the Highway 81 area. <br />Every sale reflects an increase in value. Mr. Legge stated that after a free-way <br />is built, the property values go up, therefore, this might. help in paying for <br />indebtedness incuned in buying the right-of-way. <br /> <br />Mr. McBride WIlson from the Hays County Gravel Company, met with the Council tD <br />state that he did not think he had been given a chance to bid on the recent shipment <br />of paving materials used in the City Park. After a detailed discussion, it brought <br />forth the fact that Mr. Wilson could not have delivered tre:. materials at the time <br />they were needed. therefore he was not called on at that time. The Council and <br />W. G. Barbee, Executive Secretary, assured Mr. Wilson that in the future he will <br />be given a fair chance to bid on any materials the City will buy. <br /> <br />Mr. John J. Stokes and Alfonso Aranda met with the Council to discuss some <br />problems arising in the survey to try to get property owners to tie on the City <br />sewer line. Mr. Aranda stated that he has been trying to help the owners get the work <br />financed. He stat.ed that many of the owners cannot get loans due to their age, although <br />they are good risks. He stated that most the owners want to tie on but cannot due <br />to certain problems. The average cost for bath fixtures and connections is $380.00. <br />The Council stated that in the future it might be possible to find some solution to <br />these problems. Mr. Barbee stated that he has sent a letter to all property <br />ownerS giving them until July 2 , 1956, to connect, which gives them a 90 day gJ:ilce <br />period. <br /> <br />A RESOLUTION AUTHORIZING PUBLICATION OF NOTICE TO BIDDERS ON TNO FIRE TRUCKS <br />was presented to the Council for adoption. Alderman Beecroft made a moti"", that the <br />Resolution be adopted. Alderman Smith seconded the motion. A vote was taken which <br />resulted unanimously in favor of the motion. The Resolution and N.tice to Bidders <br />follows these minutes and is il part hereof. <br /> <br />A Petition requesting street lights in the South section of town was presented <br />to the Council. After a discussion, the Council was unanimously in favor of the <br />fact that street lights should be installed as soon as possible. The petition follows <br />these minutes. Alderman Hill made a motion that a letter be written to L.C.R.A. <br />requesting said street lights. Alderman Smith seconded the motion. A vote was taken <br />which resulted unanimously in favor of the motion. <br /> <br />A letter from Cecil Hahn requested that his name be withdrawn from the ballot <br />for alderman, was pres~nted to the Council. The letter follows these minutes and is Q <br />part hereof. The Council then passed a Resolution accepting Cecil Hahn's withdrawal <br />and authorizing W. G. Barbee, Executive Secretary, to have his name taken off the <br />hal'ot. Alderman Beecroft made the motion that the Resolution be passed dnd <br />Alderman Smith seconded the motion. P. vote was taken which resulted unanimously <br />in favor of the motio~~ The Resolution follows these minutes. <br /> <br />A Prelirnin2ry Plat of the Greend2le Addition No.3 was presented to the Council <br />for approval. Alderman Smith made a matio~, that the plat be approved. Alderman Hill <br />seconded the mot ion. A vote was taken which resulted unanimously in favor of the motion. <br />The Plat follows these minutes and is a part hereof. <br />
