MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 13, 1981 PRESENT: Mayor Pro-Tem John J. Stokes Council Members Karl W. Brown Robert L. Cavazos Berry R. James Tess Norris Ed Tarbutton City Manager City Secretary City Attorney Acting Director of Public Works A. C. Gonzalez Janis K. Womack Barbara Edwards George Boeker Also Present: Robert Boyd, Jim Sykes, Dudley Dobie, Don J. Green, Charles Hanes, Ann Echols, Kenneth Sutton, Anna Farr, James Harrison, Bobby Kenser, Rodney Ruiz, Kelly Kilber, 5 Students from San Marcos High School Civics Class, Terry Lighthouse, Shirley Wickersham, Pud Rutledge, Robert McDonald, Joel Bernard, Bridgette Alexander, Charles Evans, Jake Krauskopf and others. The Mayor Pro-Tem called the meeting to order at 7:30 p.m. Mr. Stokes introduced for consideration approval of the minutes of the regular meeting held March 23, 1981. Mrs. Norris moved to approve the minutes and Mr. Brown seconded the motion, which passed unanimous- ly. Mr. Stokes introduced for consideration approval of the minutes of the emergency meeting held March 25, 1981. Mrs. Norris moved to ap- prove the minutes and Mr. Cavazos seconded the motion, which passed unanimously. Mr. Stokes introduced for consideration approval of the minutes of the special meeting held March 30, 1981. Mr. Brown moved to approve the minutes and Mrs. Norris seconded the motion, which passed unani- mously. Mr. Stokes introduced for consideration approval of the minutes of the special emergency meeting held April 2, 1981. Mr. Cavazos moved to approve the minutes and Mr. James seconded the motion. On roll call, the following vote was recorded: AYE: Brown, Cavazos, James, Stokes and Tarbutton. NAY: None. ABSTAIN: Norris. Mr. Stokes introduced for consideration approval of the final plans regarding Victory Gardens Phase III, as prepared by Kelly Kilber. Mr. Cavazos moved to approve the plans and Mr. James seconded the motion, which passed unanimously. Mr, Stokes introduced for considerati~on approval to authorize bidding on sixty (_6Q) refu~e, containers. Mr. Brown moved to appr~e the author- ization of bidding and Mr. James seconded the motion, which unanimously passed. Mr. Stokes introduced for consideration approval to authorize bidding on four, 1/2-ton pickup trucks. Mrs. Norris moved to approve the authorization of bidding and Mr. James seconded the motion, which passed unanimously. It was discussed that the Council would like to have the option not to approve that the vehicles be air conditioned.
