<br />11 <br /> <br />REGULAR MEETING JULY 5, 1956 <br /> <br />On this, the 5th day of July, 1956, at 2:00 p. m. the City Council of the City <br />of San Marcos, Texas, met in a regular meeting at the City Hall in San Marcos with <br />the following members present and participating, <br /> <br />Frank E. Dietterich, Mayor <br />Calvin M. Allen, Alderman <br />B. D. Hillburn, Alderman <br />S. R. Beecroft, Alderman <br />Herman Korff, Alderman <br />'N.M. Davis, Alderman <br /> <br />I <br /> <br />Others present were: <br /> <br />Frank Taylor, Malcolm Fleming, Spud Mahan, Roscoe Chambliss, Ernest Morgan, <br />Gene Phillips, Jack Major, C. V. Carson, Coy DeViney, Frank T. Droqght, <br />Joseph Stoner, W. R. Boucher, Paul Rogers, Walter Buckner, W. G. Barbee, and <br />Fredericka Hopkins. <br /> <br />A quorum being present, the meeting was called to order by Mayor Frank E. <br />Dietterich and the following transpired: <br /> <br />First business to come before the meeting was the approval of two ordinances, <br />"Plats & Subdivisions" and "Extension of Water & Sewer Mains". After a short <br />discussion it was decided that Mr. Barbee give the two ordinances to Mr. Terry Jacks <br />to study and write his opinion for a report to be given at the next meeting. <br /> <br />Frank Drought came before the Council to report on where any extra water flow <br />is coming from at the lift station. He said he placed a recording meter for a week <br />to establish from where any extra flow was coming. The lift pumps have the capacity <br />to pump 1,050 gallons per minute, said he. They are now' pumping 987 gallons per <br />minute. So the pumps are pumping within 10% of their calculated capacity. He could <br />not account for the April overflow--it hasn't over flown since. He mentioned the <br />city has had a normal fourteen years growth within six years. <br /> <br />I <br /> <br />Mr. Stoner then was heard and reported that he was in a critical financial position <br />and was five months late in getting through with his appraisal contract. In fulfilling <br />his contract he should have turned over his report the 1st of February. At that time <br />the City and School District were to have paid $17,835.00 in all to Mr. Stoner. He <br />was paid 25% of the total in November; 25% in December; 25% in January; and the balance <br />was to be paid when the contract was completed February 1st. In his report given in <br />November he stated he was 25% complete, in December 50%, and in January 75%. At this <br />time he reported he is now 95% complete, Mr. Stoner stated that he already spent <br />more money and time than he had anticipated. He said he had borrowed money on his <br />contract and could not get financed any further. He said that there are spots that he <br />found the men had not measured and he would have to start a field crew again to do this <br />work. He stated that there were less than one hundred spots to be measured in the City <br />Limits and this would cost approximately a payroll of $750.00, and would take from one <br />and one-half weeks to two weeks to complete the work in the City Limits. He said that <br />one thousand dollars would be required to finish the School District work. There was <br />a lenghty discussion as what would be the best thing to do. <br /> <br />Mr. Allen made a motion that the City pay its one-half portion, not exceeding <br />$375.00 of a payroll for a period of two weeks starting Monday July 9th. Mr. Stoner <br />to bring the cards in at the end of each week on Friday. In this way the City will <br />be paying its portion of the total $750.00 completion payroll and the School District <br />the other portion also being $375.00. <br /> <br />I <br /> <br />At this time the ~embers of the School Board who were present <br />at the meeting, retired and returned with the statement they <br />had agreed on a motion of their Board that it would pay one- <br />half the Stoner $375.00 special weekly payroll for the two weeks <br />commencing July 9th and would thereafter pay him to complete <br />their work outside the City Limits. <br /> <br />At the finish of all work and after it has been checked and approved by both the <br />City and School Board the balance of the contract will be paid Mr. Stoner. <br /> <br />Mr. Hillburn seconded the motion before the Council. A vote was taken which <br />resulted unanimously in favor of the motion. <br /> <br />Next on the Agenda was the wasting of water at the Air Base. <br />that the new Commander be asked to help conserve the use of water. <br /> <br />Mr. Allen suggested <br />At Mr. Beecroft's <br />
