<br />-=y:- <br />~;t.. <br /> <br />REGULAR MEETING MARCH 7, 1957 <br /> <br />On this, the 7th day of March, 1957, at 2~OO P. M. the City Council of the <br />City of San Marcos, Texas, met in a' r~gular meeting at the City Hall in San <br />Marcos, with the following members present and participating: <br /> <br />I <br /> <br />Calvin M. Allen, Mayor Pro Tem <br />S. R. Beecroft, Alderman <br />B. D. Hillburn, Alderman <br />Herman Korff, Alderman <br />W. M. Davis, Alderman <br /> <br />Others present: <br /> <br />Dr. J. G. Flowers, Dr. Charles W. Scheib, Winston Patton, Garland <br />Stokes, Ross Arnold, J. Searcy Smith, Albert Walker, W. G. Barbee, Fredericka Hopkins. <br /> <br />A quorum being present, the Mayor called the meeting to order, and the <br />following transpired: <br /> <br />The first business to come before the Council was the appearance of Dr. Charles <br />W. Scheib, in regard to whether his rental property was definitely in the city <br />limits Or not. It was explained that Don Cude made a survey, and in this survey <br />it is clearly defined where the city limits line runs. According to this line <br />Dr. Schieb's rent property is in the city limits. This survey was completed on <br />February 6, 1957. The property in question waS brought into the city limits in <br />1952, but it had never been clearly stated just where the line was. Dr. Scheib does <br />not think he should have to pay any delinquent taxes on this property, owing to <br />the non-definition of the line. <br /> <br />The Council decided that they would get the opinion of the City Attorney <br />on this question and let Dr. Scheib know at the next meeting. <br /> <br />I <br /> <br />The next business was a discussion with Dr. J. G. Flowers, in regard to building <br />a dam at Sewell Park. Dr. Flowers first wanted to express his appreciation of all <br />that the City had done in improving the streets at the college. Next, he stated <br />that during the next six years was going to have an extensive building program, and <br />there were two problems on which he would like the City to cooperate with the <br />College. These are: (1) Couldn't the College and City work together on the campus <br />planning in regard to sewerage facilities and the fire prevention? (2) Would the <br />City help with the building a dam for the swimming pool, by raising the present <br />water level three or four feet? After some discussion it was mutually agreed as <br />to the first question the College engineers should study the plat and let the City <br />know as to when and what work would need to be done. On the second problem the <br />Council suggested that Dr. Flowers have a profile of the dam project made, and <br />let the City know when this is completed, and a date will be set to meet with him <br />on this problem. <br /> <br />The Park Committee then came before the Council, represented by Mr. Winston <br />Patton. Mr. Patton brought a petition signed by three of the civic organization~ <br />and the Business and Professional Women's Club. The petition asks that the City <br />provide funds in the amount of $3,730.00 to help with the expenditures for the <br />baseball program for 1957. <br /> <br />The Council informed the committee that they looked upon this request very <br />favorably, and if it can be worked out in the budget they would be glad to go along <br />with them. The tentative budget should be ready by April 10th. <br /> <br />I <br /> <br />Next was Mr. Albert Walker, representing Ross Arnold and Searcy Smith, with <br />a petition that the City declare abandoned, discontinued, and closed as a public <br />street, certain portions of Loop Street in the Blankenship and Carruthers Addition; <br />and to have the Mayor execute a Quit Claim deed to J. Searcy Smith and Ross Arnold <br />of those certain portions of Lpop Street. <br /> <br />It was decided that the Council would like to further look into whether this <br />street is being used; and that they thought the petition should also be signed by <br />other ajoining property owners namely Dr. Benge Elliott, Mrs. C. G. Worthy, and <br />E. L.Williams. The Council then deferred action until the next meeting. <br /> <br />Next before the Council for action, was a lease drawn up between the City <br />of San Marcos and Wm. J. Graham and covering use of the San MarcoS Municipal <br />Son, <br />
