REGULAR MEETING AUGUST 20, 1957

t89
'Yg-

On this, the 20th day of August, at 2:00 o'clock P. M. the City Council
of the City of San Marcos, Texas, met in a regular meeting at the City Hall
in San Marcos, with the following members present and participating:

I

C. M. Allen, Mayor
S. R. Beecroft, Alderman
B. D. Hillburn, Alderman
Herman Korff, Alderman
W. M. Davis, Alderman
H. M. Steakley, Alderman

Others present were:

B. R. Fuller, City Manager
Carlyn Tatch, City Secretary
Mr. D. J. McCarthy, Theatre Operator
Miss Shirley Adcock, KCNY Reporter
Mr. Walter Buckner, San Marcos Record
Mr. E. RUiz, Cuauhtemoc Organization Representative

A quorum being present the meeting was called to order by C. M. Allen,
Mayor, and the following transpired:

Each person present was given a copy of Police Department activities during
the month of July and also a copy of the agenda for this meeting.

Mr. Ruiz came before the Council in regard to the Council's decision as to
the continuance of public dances to be held in the future at Cuauhtemoc Park.
Mr. Ruiz was informed that the organization may continue with their dances as
long as the provisions of the ordinance adopted on August 12, 1957, are carried
out. Mr. Ruiz then informed the Council that a meeting had been held the night
previous to this meeting whereby he, as President of Sociedad Cuauhtemoc, had
read and explained the provisions of the new ordinance and stated that complete
co-operation with all rules and regulations of said ordinance would be carried
out to the best of the abilities of the officers of the Sociedad Cuauhtemoc
Organization.

I

The matter was then approached as to the bids received on the new car and
as only one bid was received by the deadline time of 2:00 o'clock P. M.,
August 19th, and one thereafter, it was a unanimous decision that notices for
bids shOUld be re-sent to all motor companies and the unopened bids should be
returned.

At this time the first item on the agenda was taken under discussion. It
was felt by the Council members that if a live broadcast were permitted that
there was a possibility of not feeling as free to fully discuss matters brought
before the Council, therefore, it was decided to extend an invitation to
Mr. Veidt to sit in on a future Council meeting and possibly make excerpts of
any such meeting.

It was then brought to the attention of the Council that Echols, Inc.,
would like to have a contract to operate and manage the Memorial Park miniature
golf course and the novelty concession stand. It was agreed that a decision on
this should be postponed until the beginning, of the next season.

A report of the Highway 81 Fund balance of $9,817.05 was then given and
the Council members were informed that on instructions of the Mayor, $9,000.00
worth of 91-day Bills were purchased at a cost of $8,920.44.

I

Due to the fact that the General Fund balance, as of August 19th, was only
$618.16, it was recommended that $10,000.00 in General Fund Warrants be author-
ized. Motion was then made by Mr. Hillburn and seconded by Mr. Korff to
authorize this loan which is to be paid back out of our City taxes.

The City Manager then reported that Mr. Lane, Garbage Supt., has been using
the old flat bed truck on the trash pick-ups on Thursday, Friday and Saturday
and felt that it was working out very satisfactorily. It was felt that trash
pick-up should continue on this basis for several more weeks in an attempt to
further the City's clean up campaign and that if it was deemed necessary to con-
tinue on this basis that it be published to notify the public whether or not
this will be a permanent operation of the Garbage Department.
